TECHNICAL SERVICE MANUALS
Shall be packaged with the associated equipment and include the following options:
1. Printed copy of operators manual with each unit.
2. Installation Manual, to include cabling diagrams and initial testing
3. Service Manual to include alignment instructions complete with schematic diagrams , descriptions of circuit operation, block diagrams, parts list, maintenance and troubleshooting procedures, technical specifications and any specific configuration information.

Instructions for Services

The following instructions apply for completion of this attachment. Offerors are reminded that they must complete both pricing tabs: Government Site Rates and Contractor Site Rates. All percentages and rates shall be rounded to two decimal places.

1. Enter the Offeror Name in Row 3 and the DUNS Number in Row 4.

2. In Column C, Offerors must indicate the source of their proposed ceiling rates (ie, GSA schedule, commercial catalog if applicable), and identify their corresponding labor category title in Column D.

3. In Column E, Offerors shall enter fully burdened rates for all applicable labor categories. If using GSA and Commercial Catalog prices, discounts are encouraged, column F. Your hourly price, less any discounts, will be used to determine fair and reasonableness and establish ceiling prices for the IDIQ. Further evaluation of these ceiling prices will be made on the order level. The fully-burdened, discounted base year ceiling rate will populate in column G and shall include all direct labor and indirect costs applicable to that labor category (such as fringe benefits, overhead, and G&A), and profit.
For each applicable labor category, Offerors shall propose a ceiling rate for the base period. This attachment will then automatically apply an annual escalation factor of 1.7%. The applied factor is determined by the Bureau of Labor Statistics (BLS) Employment Cost Index (ECI) and is based on average annual BLS ECI increases for the previous three years. The applied escalation factor will be revisited prior to the exercise of each option period. The established ceiling rates in the awarded contract will only be adjusted upwards to reflect changes in escalation that are greater than the currently applied escalation factor. Conversely, if updates to the BLS ECI escalation are equal to or even fall below the currently applied escalation factor, the ceiling rates will remain unchanged.

The Government has identified and marked certain labor categories in this attachment as categories covered by the Service Contract Act (SCA). Categories subject to SCA are identified with an " * " and are not escalated. The Government has incorporated the San Francisco, CA wage determination for purposes of pricing the SCA positions under this IDIQ contract, since it is one of the highest cost areas where work may be performed. The Government has also specified the exact Labor Category from the attached SCA that must be used to create the labor rate for SCA covered labor categories. The actual geographic locations of performance will be determined at the task order level and the applicable prevailing wage determination will be incorporated into the task order solicitation at that time. Offerors are strongly encouraged to consider the impact of the known geographic location in their task order pricing as compared to the San Francisco, CA prevailing wage determination that was used for the purposes of pricing your IDIQ ceiling rates.
