About this opportunity
The Department of the Navy Naval Sea Systems Command seeks combat systems technical support and clerical/administrative services for the Southeast Regional Maintenance Center (SERMC), with proposals due June 15 at 1000 EST and questions due June 10 at 1400 ET. The requirement is unrestricted (no set-aside), issued under SeaPort-NxG IDIQ, firm fixed-priced, with a base year (August 16, 2026–August 15, 2027) plus four 12-month options and a 6-month extension option.
Place of performance is Jacksonville, Florida (Naval Station Mayport). The contract requires 34 full-time personnel: 30 engineering technicians specializing in Navy combat systems (navigation, communications, radar, sonar, missile systems, fire control, electronic warfare, and related weapons systems) and four administrative support positions. Technical staff must have three years' minimum fleet technical assistance experience on Navy ships. Administrative personnel require one year of Microsoft Office experience and current Microsoft Office Specialist Associate certification (or Microsoft 365 Endpoint Administrator Associate); uncertified incumbents have 90 days post-award to obtain certification, but new hires must be certified before onboarding.
All personnel must hold a minimum SECRET-level security clearance and be U.S. citizens. The contract mandates OSHA 10-hour Maritime Shipyard Employment training and includes shop-specific personal protective equipment and safety training per SERMC instruction 5100.4E. Firm fixed pricing covers travel (estimated at $3,000 annually per authorized traveler) and not-to-exceed overtime hours (3,268 hours annually for technical positions; 1,634 hours for the 6-month extension).
Evaluation weights technical factors (corporate experience and personnel qualifications) and past performance approximately equally and significantly more important than price. Award will be made to a single offeror on a best-value basis with no discussions anticipated. Offerors must submit three volumes: Volume I (pricing), Volume II (technical proposal including corporate experience and personnel qualifications), and Volume III (past performance documentation). Past performance may be submitted via Final CPARS data or Past Performance Questionnaires from references. The NAICS code is 541330, Engineering Services; PSC is R425, Support–Professional: Engineering/Technical.
