About this file

This is a Department of Navy instruction (SERMCINST 4700.3C) issued by the Southeast Regional Maintenance Center (SERMC) on 28 December 2018 that establishes guidelines for conducting Total Ship Readiness Assessment (TSRA) events on Navy surface ships.

The instruction outlines comprehensive responsibilities across multiple organizational codes and departments for executing TSRA visits, which include assessments of ship's Hull, Mechanical and Electrical, Combat Systems, Command, Control, Communications, Computers and Intelligence Systems, Support Equipment and Logistics Condition. The Assessment Director (Code 211) is responsible for developing assessment milestone charts, verifying TSRA schedules with the Fleet Scheduling Center, requesting agendas from the Commander Naval Surface Forces Atlantic Master Assessment Index team, reviewing mandatory "Go-Assess" 2-Kilos with deadline dates from T-90 to T+180 for inclusion in TSRA agendas, deconflicting work items in ship availability packages, and distributing assessment packages ("yellow books") to Subject Matter Experts (SMEs). Engineering Department Branch Managers must assign SMEs, locate outside SMEs and process funding when internal resources are unavailable, and develop Design Memorandums when no assessment procedures or Maintenance Requirement Cards exist. The instruction details execution and close-out phases including daily briefs, Material Assessment Forms completion, Work Authorization Form routing, parts ordering and coordination, database entries, final reporting, and metrics compilation. Supporting departments including Waterfront Operations (Code 300), Finance (Code 600), Production (Code 900), and the Business Office (Code 1100) provide essential coordination and resources throughout TSRA visits. Records must be managed per SECNAV M-5210.1, and the instruction requires annual review per OPNAVINST 5215.17A with reissuance required by the 10-year anniversary date.
