About this file
This document is a Contractor Bidder Questions Template for federal solicitation N4002725R3000 titled "COMBAT SYSTEMS," issued by the U.S. Navy. The template records questions submitted by prospective contractors and corresponding government responses regarding the solicitation requirements. The submission deadline for questions is June 10, 2026, at 2:00 PM ET, with responses directed to safire.m.pena.civ@us.navy.mil and logan.d.barrett@navy.mil.
The document contains seven questions and government responses addressing key clarifications on past performance documentation, safety training and personal protective equipment (PPE) requirements, and contract line item (CLIN) specifications. The government clarified that contractors may submit Final CPARS (Contractor Performance Assessment Reporting System) data in lieu of Past Performance Questionnaires (PPQ) for past performance evaluation, with the government reviewing CPARS records since January 1, 2022. Regarding contractor responsibilities, the government confirmed that SERMC will not provide safety training or PPE; contractors must account for these anticipated costs in their price proposals and general and administrative overhead. The final CLIN duration was confirmed as six months, despite a notation showing 12-month units. The template also includes instructions for future bidders requiring specific document references, one question per row, exclusion of proprietary data, and submission in editable table format rather than locked PDF.
