About this file
This document is a Contractor Bidder Questions Template for a U.S. Navy solicitation (N4002725R3000) titled COMBAT SYSTEMS with a question submission deadline of June 10, 2026 at 2:00 PM ET. Questions should be submitted to safire.m.pena.civ@us.navy.mil and logan.d.barrett@navy.mil. The template contains 20 contractor questions with corresponding government responses addressing various aspects of the solicitation documents, including the RFP, Performance Work Statement, and related attachments.
The questions and answers cover critical personnel qualification requirements, certification standards, proposal submission procedures, and evaluation criteria. Key topics include Microsoft Office Specialist Associate certification requirements for administrative personnel (with 90-day post-award compliance allowed for incumbents and pre-onboarding requirements for new hires), acceptance of either the legacy Modern Desktop Administrator Associate or current Endpoint Administrator Associate credentials, clarification that CUI has replaced FOUO designations, technical proposal evaluation rubrics (Exceptional, Satisfactory, or Unacceptable ratings), past performance confidence assessment ratings and their use in source selection, subcontractor proposal submission procedures (included in prime proposal rather than separately submitted), and pricing proposal rate substantiation requirements. The document also includes instructions for bidders emphasizing the need for specific document references, one question per row format, avoidance of proprietary information, and submission in editable table format rather than locked PDFs.
