About this file
This document is a PWS Technical Skill Set Evaluation Rubric for positions C.9.2.1 through C.9.2.30, establishing performance evaluation criteria for 30 Engineering Technician VI positions specializing in various U.S. Navy ship systems, and a PWS Administrative Positions Evaluation Rubric for positions C.9.3.1 through C.9.3.4.
The technical positions encompass specialized expertise across Navigation and Internal Communications Systems, Satellite Communications, Tactical Communications, External Communications, Air and Surface Search Radar, Electronic Navigation, ASW Sonar, Torpedo and Ordnance Handling Equipment, Command/Control and Intelligence Systems, COMBAT System 21, AEGIS Fire Control, Electronic Warfare, Rolling Airframe Missiles, Gun Systems (MK45, Minor Caliber, MK110), Combat Systems Alignment, AEGIS Weapon Systems Baseline 9, AEGIS IT Systems, Computer Displays, and MK41 Vertical Launch Systems. All technical positions require evaluation across three core criteria: Microsoft Office Experience (C.9.1.1) requiring 1-2+ years of Microsoft Outlook 365 proficiency; Fleet Technical Assistance (FTA) experience (C.9.2) requiring 2-3+ years of hands-on work; and position-specific systems experience (C.9.2.1 through C.9.2.30) requiring 2-3+ years with listed systems. Exceptional ratings exceed these thresholds by more than one year. Positions C.9.2.13 through C.9.2.16 (Command, Control and Intelligence Systems) additionally mandate current IAT Level II IA baseline cybersecurity certification and Microsoft 365 Modern Desktop Administrator certification. The administrative positions comprise one Administrative Assistant (C.9.3.1) requiring one year experience in four specialized areas with Microsoft Office Specialist Associate certification, and three Secretary III positions (C.9.3.2 through C.9.3.4) requiring one year Microsoft Office and business systems experience with current certification. Position C.9.3.4 (Library Information Technology Systems Administrator) requires three years experience across five specialized sub-criteria including technical publication maintenance, online file service management, document archiving, customer service, and specialized equipment operation for scanning, plotting, and copying technical drawings.
