Summary of Amendment N4002725R30000003

This is Amendment 0003 to a negotiated Request for Proposal (RFP) for a task order under the SeaPort-NxG indefinite delivery/indefinite quantity (IDIQ) multiple award contract (MAC). The amendment was issued by the Southeast Regional Maintenance Center (SERMC) on December 15, 2025, with an effective date of May 29, 2026, and extends the proposal due date to June 15, 2026 at 1000 EST. The contracting officer is with SERMC at Naval Station Mayport, Jacksonville, Florida (code N40027).

The solicitation is for twelve-month base year services plus four option years and a six-month extension option to provide technical support and administrative services to SERMC's Combat Systems Division. Services include combat systems technical assistance for U.S. Navy ships, operational assessment and maintenance, integrated logistics support, and clerical/administrative support to the Engineering Department. The requirement involves 34 full-time contractor personnel across 30 technical positions (engineering technicians specializing in various combat systems) and 4 administrative positions. Technical staff must demonstrate at least three years' experience in fleet technical assistance on Navy ships, and administrative staff must have Microsoft 365 proficiency and MOS Associate certification. Contractor personnel must obtain SECRET-level (Tier 3 Continuous Vetting) security clearances and U.S. citizenship is required. The contract is firm fixed-priced with estimated annual travel costs of $3,000 per authorized traveler and up to 3,268 overtime hours across technical personnel. Evaluation will emphasize technical factors and past performance approximately equally and significantly more than price. Award will be made to a single offeror based on best value, with no discussions anticipated. The amendment specifically replaces the Performance Work Statement in its entirety, replaces Sections L and M, and updates the wage determination from revision 28 to revision 30 of Department of Labor wage determination 2015-4539.
