Immigration and Customs Enforcement seeks multiple Single Award Construction Contract Indefinite Delivery Indefinite Quantity awards for design-build and general construction services at Service Processing Centers nationwide, with proposals due August 27, 2026. This is a large business only competition with no set-aside, and a decision-flipping constraint: contractors may not receive more than two IDIQ awards across the nine anticipated awards.
Performance occurs onsite at ICE-owned Service Processing Centers throughout and outside the continental United States. Scope includes new construction, renovation, alteration, repair, demolition, design-build services, and maintenance of detention facilities and support infrastructure. The NAICS code is 236220, Commercial and Institutional Building Construction.
Contractors must demonstrate capacity to manage concurrent Single Award Task Order Contracts and maintain qualified personnel including a Project Manager with a Bachelor's degree and 10+ years of experience, Designer of Record with state licensure and 5+ years relevant experience, Superintendent with 5+ years on similar projects present onsite at all times, Quality Control Manager with 5+ years quality control experience, and Senior Environmental Professional with a Master's degree and 10+ years federal environmental compliance experience. All contractor personnel require background clearance per DHS vetting procedures and continuous enrollment in Trusted Workforce 2.0. Contractors must use Ground Penetrating Radar for independent utility location and comply with ICE Kahua project management software, Davis-Bacon wage rates, and comprehensive security protocols.
The five-year base contract period runs from September 30, 2026, through September 27, 2031. Individual task orders will be Firm-Fixed Price, with the aggregate bonding capacity requirement of $2 billion and a minimum of $10 million per project. Total SATOCs across all awarded contracts shall not exceed $10 billion over five years; the estimated task order capacity for minor construction, repairs, and equipment replacement is $20 million with a $1,000 minimum guarantee per awardee. The RFP includes nine design-build Secure Housing Unit scenarios valued $24 million to $42 million each at locations including Aquadilla (Puerto Rico), Broadview (Illinois), Guantanamo Bay, Huntsville (Texas), Oakdale (Louisiana), St. Thomas (U.S. Virgin Islands), Honolulu (Hawaii), Port Isabel (Texas), and El Centro (California), plus an actual Advanced Training and Operations Center project at Fort Moore, Georgia valued to $40 million.
Proposals require two volumes: Volume I addresses technical factors including bonding, past performance exceeding $25 million under NAICS 236220, and management plans; Volume II contains separate pricing attachments for IDIQ base (Attachment K) and task order scenarios (Attachment L) with unlocked Excel files containing working formulas plus Word or PDF price narratives. Past performance will be weighted along with technical capabilities and management approach. Contractors must submit technical solutions for all CLINs and Fort Benning pricing is mandatory. Anticipated award date is September 25, 2026.
The government issued revised RFP responses on August 13 and August 17, 2026, clarifying that scenario pricing is hypothetical and used solely for IDIQ evaluation—scenarios are not guaranteed to be funded as actual task orders. Project-specific requirements will be detailed in subsequent task order solicitations. Design-build projects require 100% design approval before construction commencement, with design-build contractors responsible for all OCONUS logistics and utilities. All work must comply with Performance-Based National Detention Standards 2025, ICE Facility Design Guide (2025), applicable building codes (IBC, NFPA, ASHRAE), American Correctional Association standards, and ICE Service Processing Center Detention Construction Standards.

This competitive acquisition will result in several Single Award, Indefinite Delivery Indefinite Quantity (IDIQ)s with the ability to issue Firm-Fixed Price (FFP) task orders. The contract will have a period of performance of five (5) years from the date of award.
The resultant IDIQ contracts are anticipated to be awarded by 25 September 2026, with an effective date of 30 September 2026. There will be no phase-in period. Performance will be conducted onsite at ICE’s owned Service Processing Center (SPC) throughout and outside the continental United States. Reference DHS Advanced Forecasting System (APFS number F2026073978).
