Immigration and Customs Enforcement intends to solicit a Single Award Construction Contract (SACC) Indefinite Delivery Indefinite Quantity for new construction, renovation, repair, and demolition of owned Service Processing Centers, with responses due August 31, 2026. The contract will issue Firm-Fixed Price task orders under a one-year base period with optional extension periods to be defined in the solicitation. Scope of work includes general construction, alteration and modification of existing facilities, maintenance and repair of buildings and infrastructure, demolition, design-build services, and new construction of buildings, facilities, and real property. The contractor must demonstrate capacity to manage and execute single task orders and maintain capability to perform multiple concurrent task orders with overlapping schedules.

Key staffing and qualification requirements include a qualified Project Manager with a bachelor's degree and ten years of experience, a Designer of Record with five or more years of detention facility design experience, registered design professionals for each discipline, a superintendent with five or more years of similar project experience on-site at all times, and a Quality Control Manager with appropriate credentials and five or more years of quality control experience. All contractor employees require ICE Security Division approval prior to site access. Contractors must comply with ICE detention facility standards, use Kahua project management software, and submit design deliverables at 35%, 65%, 95%, and 100% completion stages along with as-built drawings, operations and maintenance manuals, warranty documentation, and daily progress reports.

Immigration and Customs Enforcement (ICE) Single Award Construction Contract (SACC) Indefinite Delivery Indefinite Quantity (IDIQ) for new construction, renovation, and repair of owned Service Processing Center (SPC) solicitation.

The SACC is intended to serve as a highly flexible construction contracting vehicle to support mission-critical facility needs. All contractors will need to have capacity to manage Single Task Orders.

The scope of work under the SACC includes, but is not limited to:

  • General construction.
  • Alteration, modification, and renovation of existing facilities.
  • Maintenance[ICE-OPLA2]  and repair of buildings and infrastructure.
  • Demolition of structures and facilities.
  • Design-build services.
  • New construction of buildings, facilities, and real property.

This procurement is restricted to Large Businesses only   The North American Industry Classification System (NAICS) code for this acquisition is 236220 and the small business size standard is forty-five million.

This competitive acquisition will result in a Single Award, Indefinite Delivery Indefinite Quantity (IDIQ) with the ability to issue Firm-Fixed Price (FFP) task orders. The contract will have a base period of one (1) years from the date of award. The Government may include option periods as defined in the solicitation.

ICE has worked to align the SACC acquisition with all applicable regulatory changes issued through the Revolutionary FAR Overhaul (RFO). The model deviation text presented in the RFO may change as a result of formal and informal feedback prior to completion of the formal rulemaking process. The Government reserves the right to incorporate updated changes to this solicitation resulting from the RFO and related Department of Homeland Security (DHS) Acquisition Regulation (HSAR) updates in a subsequent amendment as soon as feasible or upon contract award.   3. Factor 3 – Past Performance

  5. Factor 5 – Small Business Subcontracting Plan
  6. Factor 6 – Price (for each CLIN)
