| NOTES PERTAINING TO THE CONTRACT LINE ITEM SCHEDULES | |
| 1. The bid schedules will undergo price analysis per line item (CLIN). | |
| 2. See Section 01 00 04, OUTLINE OF THE TASK ORDER PROCESS, for use of CLINs in pricing sole source Task Orders, and for pricing of materials, equipment, subcontracts and other costs not covered by applicable CLINs, after contract award. As this is an indefinite quantity contract, these unit prices are subject to adjustment under the Variations in Estimated Quantities Clause. | |
| 3. The Contract Line Item Numbers (“CLINS” or “CLIN” for a single item) are applicable to all Task Orders issued during the 5-year period of the contract. The total combined value of the 8(a) Set Aside IDIQ/SATOC for minor construction, repairs, and equipment replacement task orders for general construction primarily in supporting medical support requirements at Naval Medical Center, San Diego, CA (NMCSD) is a capacity of $20,000,000. The Government anticipates awarding a minimum of one (1) Task Order Contract. There is no guarantee that the awardee will receive more than the minimum obligation, which is $1,000 for the contract for the 5-Year Base Period. | |
| 4. The unit prices for the sub-items under CLIN 2001 shall represent the cost to the prime contractor for those sub-items, not including the prime's General and Administrative Overheads ("G & A", "Home Office", etc., as applicable) and not including "Profit" or "Fee", and "Bond". Prices for labor shall include all burdens, such as but not limited to: labor taxes and insurance; health, morale and welfare; direct retirement costs; other applicable fringe benefits and a small tools allowance. Do not include subcontractors' markups to the prime contractor in the labor rates. | |
| 5. The percentages for sub-items "A" under CLINS 2001 shall consist of the prime contractor's percentage markups for "General and Administrative Expenses", to be applied to total labor, equipment, supplies, materials, and subcontracts for a Task Order. After award of a contract, Subcontractors' markups on direct job costs will be included in their proposed prices, or will be negotiated separately. Profit, Bond and Field Office Overhead will be negotiated on a Task Order basis. | |
| 5.1 Note that the current edition, at the time of pricing a Task Order, of the Corps of Engineers "Construction Equipment Ownership and Operating Expense Schedule" will be used to price the use of Contractor or Subcontractor owned construction equipment, in good working condition, as a direct cost. The hourly rates for such equipment already include allowances for equipment depreciation, facilities capital, mechanics, fuel, filters, oil and grease, mechanics truck, repair shops and expenses, etc. | |
| 5.2 Therefore, when establishing the proposed rates for CLIN 2001 the Contractor should eliminate any of the above costs, applicable to construction equipment, from its "Home Office Overhead Pool", or any other indirect cost pool. Include those costs as a direct "Cost of Sales" or other applicable term for the denominator in determining the Overhead rate for CLIN 2001. See FAR Subpart 31.105 for further explanation. | |
| 6. Prices are binding for the entire 5-Year Base Period of the contract. |
