About this opportunity
The National Park Service Northeast Region is procuring pavement preservation services for the repair of access routes at Big Meadows Campground in Shenandoah National Park. The project involves comprehensive roadway rehabilitation including a 2-inch mill and overlay for approximately 2.2 miles of single-lane roads with an average width of 13 feet, resurfacing campsite parking areas, full-depth patching, crack sealing, road edge repairs, and reinstallation of pavement markings following Virginia Department of Transportation standards. The solicitation requires contractors to submit detailed construction schedules, asphalt mix designs, milling and patching plans, environmental protection plans, and as-built drawings, with all work subject to a one-year warranty. The contract will be awarded using a best value tradeoff evaluation process in accordance with FAR Part 15, evaluating proposals based on technical merit and cost factors. The proposal submission deadline is July 28, 2025, at 4:00 PM Eastern Time, with a mandatory site visit having been conducted on June 25, 2025.
This procurement is designated as a competitive Historically Underutilized Business Zone (HUBZone) set-aside acquisition under NAICS code 237310 (Highway, Street, and Bridge Construction) with a $45 million size standard. The estimated project magnitude ranges between $1,000,000 and $5,000,000, structured as a firm-fixed-price contract with an economic price adjustment clause for material costs. The performance period is expected to be 75 calendar days from notice to proceed, with work scheduled to begin in April 2026 following contract award, though the overall contract period extends from September 15, 2025, to June 26, 2026. Davis-Bacon wage rates will apply based on wage determination VA20250084 for Page County, Virginia, and work activities are restricted to weekdays between 9:00 AM and 4:00 PM due to campground quiet hours, with additional blackout periods during peak park visitation from late September through mid-November. The work will be performed at Shenandoah National Park in Luray, Virginia, with the contractor required to minimize disruptions to active campground operations while completing the pavement preservation activities.
