About this file
This document is a Questions & Answers document for Solicitation 140P4225R0007, related to Shenandoah National Park's Big Meadows Campground Access Routes project. The document addresses four key contractor inquiries regarding project timeline, performance period, and technical specifications. The key details include confirmation that onsite work will begin in April 2026, with the notice to proceed issued approximately two weeks after contract award. The National Park Service has added a "Special Clause - Economic Price Adjustment - Materials Costs" to address contractor concerns about holding fixed pricing during potential market fluctuations, allowing price adjustments specifically for material costs. The project involves roadway work, with the government providing PDF drawings developed in ArcGIS, and accepting centerline elevation measurements at 50-foot increments for as-built documentation.

140P4225R0007 Questions & Answers Document # Contractor Question Reference Government Response
Period of Performance: The Award and Notice to Proceed was said to be expected near the end of August based on discussions during the site visit. The information provided at the site visit also indicated that the actual work would not begin until April 2026 due to the time of the current year, peak Park Visitation in September to November, and the Asphalt Plant closing sometime in mid-November for winter shutdown.
Can you please confirm if this statement is correct?
If this statement is correct and the actual work will not begin until April 2026, then how can the National Park Service expect a General Contractor to provide a firm-fixed bid price and to hold that price for (6) months with petroleum liquid markets rapidly changing every few days? This does not seem like a reasonable request under the circumstances.
How should we proceed under these conditions?
1.2 Description of Work / Period of
Performance
Onsite work will start in April 2026. The notice to proceed will be issued after precon meeting which will take place about 2 weeks after award is issued.
We can make price adjustments if the material costs increase or decrease during performance. It is restrictive to materials only.
Confirm NPS does have an escalation clause to where if the material pricing does increase the contractor can be compensated.
Contract T&C
We have added to the terms and conditions "Special Clause - Economic Price Adjustment - Materials Costs"
4.10 states to provide as-built drawings. Confirm the contractor will be provided CAD or PDF drawings that are to scale in order to provide what is required.
SOW
The park had provided PDF drawings and mappings. The maps are developed by ArcGIS and are to scale. For redline purposes, any significant changes from the scope can be noted and adjusted within the provided PDF maps and drawings.
Is a centerline elevation okay or do we need to also have edges and is 50 foot increments okay?
SOW
Centerline/center of roadway would be acceptable at 50-foot increments.
