About this file
This document is a Questions & Answers (Q&A) document, Amendment 0003, for the Shenandoah National Park's Big Meadows Campground Access Routes repair project (Solicitation 140P4225R0007). The Q&A addresses 15 contractor inquiries regarding project details, including pavement markings, work timing, utility adjustments, compaction testing, and operational constraints. Key clarifications include estimated quantities for directional arrows (65) and striping (1,300 linear feet), asphalt depth variations (2-8 inches), and work restrictions limiting construction activities to weekdays between 9-4 AM due to campground quiet hours.
Notable responses cover project-specific logistics such as walkway overlay details (12,769 square feet, 2.5-3 feet wide), crack sealing estimated at 500 linear feet, and park access considerations. The government confirmed that the Past Performance Questionnaire is due 7 days prior to the proposal submission date of July 28, 2025, at 4 PM. Contractors must submit a "Report on Limitations on Subcontracting" with their proposal, and weight restriction waivers for dump trucks within the park will be reviewed on a case-by-case basis, with an alternative park entrance (Swift Run) suggested to avoid tunnel restrictions.

Shenandoah National Park – Repair Big Meadows Campground Access Routes # Contractor Question Reference Government Response
For estimating purposes, please provide the quantity for the pavement markings
Drawings
Approximately 65 directional arrows and approximately 1,300 LF of striping. These are estimates and contractors are responsible to field verify.
For the full depth pavement repair areas, what is the thickness of the existing pavement? This dimension is not shown on the typical details
SOW Background: Asphalt estimated depths vary between 2-8 inches
Due to the award date being in August, and the no work in the park being last week of September through mid November, please confirm this work will not happen until the spring of 2026.
SOW
Dependent on date of award, it is not likely that work will occur due to the blackout dates of Sept through Nov due to administrative functions and submittals. The park may be willing to discuss options in the event that work can begin outside of the blackout period.
With a NTP of 8/18/25 and Factor 2, Note 1 in the Solicitation states the park will not allow paving work to take place beginning 9/21/25 and ending on 4/1/26. Please confirm the milling and paving will not start until after April 1st.
Solicitation

Is this a tax exempt project? Contract T&C
Tax exemption form will be provided upon request from the awarded contractor.
For the bid option of 2" overlay over the walkways, please provide a map showing these walkways and the widths of the walkways. If the walkways to be paved are the trails shown on the drawing, please clarify the ones to be paved and the average width.
Average width of trail is 2.5 - 3 feet wide. Total square feet of walkways to be paved is 12,769. All paved walkways are located within each loop of the campground.
The trails on the exterior of the loops are campsite access trails and are not paved.
SOW states to adjustment of utilities to match final pavement elevations, (if applicable) Are there any know areas of where utilities the need adjustment? If not, what allowance should all contractors carry within their proposals to cover these adjustments?
SOW and Drawings note field verification is responsibility of Contractors
SOW 4.5 Compaction Testing. It is understood compaction testing is for granular base / fill areas and not the pavement itself, please clarify. Due to the areas where possible compaction test need to occur, could exceed 30-40 locations. Should we include 30-40 compaction test? Are there any other types of testing we need to carry for?
Correct, compaction test will be for aggregate base. One compaction test per each location where full depth repairs span the full width of access road. Based on provided mapping and known field conditions, it is estimated to be 20 locations that are subject to compaction tests. However, the contractor will need to field verify.
4.10 states to provide as-built drawings.
Confirm the contractor will be provided CAD or PDF drawings that are to scale in order to provide what is required.
Either CAD or PDF acceptable
Please clarify where the starting point of the 2" overlay on the main road coming in. The location shown in yellow on sheet 4 appears arbitrary.
Will be marked by COR prior to start of work - location will be directly adjacent to Campground Fee booth.
For estimating purposes please provide the lineal footage for the crack repair.
Crack sealing is estimated to be approximately 500 LF, however, it is the contractors responsibility to field verify.

Working Hours: Would the National Park Service consider allowing the Contractor to work 10-hour days, Monday thru Thursday so they are out of the way for Visitors that arrive Friday to stay for the weekend? There would not be any construction activities on Friday, Saturday or Sunday.
3.2 On Site
Hours
Due to the quiet hours within the campground, the construction activities would have to remain between 9-4 during weekdays. No weekend work will be approved.
Moving materials to and from the Site: It was discussed that within the park there are weight restrictions on Dump Trucks. It was stated that a waiver could be applied for to allow heavier loads to move within the park.
Could you please provide the actual weight restrictions and height restrictions currently in place without a waiver and what weight limit would be allowed with an approved waiver?

Attachment 7 (Past Performance Questionnaire) has to be completed and delivered no later than 0900 on Wednesday, 2 July. Given the organized site visit on 25 June was a determining factor for bid/no-bid decision, contacting prior customer(s), obtaining permission(s), completing, and submitting the past performance questionnaire (PPQ) during a holiday week will be difficult. Is the government amenable to moving the due date closer to the current solicitation due date of 14 July?
