About this opportunity

The Department of Transportation Federal Highway Administration seeks sealed bids for the Northeast Region Pavement and Bridge Preservation Construction project (NP NER PMS BMS FY24(1), Solicitation 693C73-27-B-000003), with bids due December 1, 2026. The Set Aside line designates a Total Small Business set-aside, and bids are accepted only from certified Small Business Concerns.

Work is performed in Dutchess, Nassau, Suffolk, and Saratoga Counties, New York; Sullivan County, New Hampshire; and Hampden County, Massachusetts, at eight National Park Service sites: Home of FDR, Eleanor Roosevelt, Vanderbilt Mansion, Fire Island, Saint-Gaudens, Sagamore Hill, Saratoga, and Springfield Armory. Scope covers bridge maintenance and pavement preservation, including thin lift asphalt overlay, chip seal, crack cleaning and sealing, asphalt concrete patching, concrete repairs, bridge rail replacement, pavement markings, sign installation, and shoulder reconditioning. Pay items vary by schedule, with asphalt milling from 65 to 14,000 square yards and pavement markings from 520 to 4,400 linear feet.

The project comprises a base Schedule A and five government options, Schedules B through F. Estimated total project cost is $2,000,000 to $3,000,000. Performance runs 148 calendar days from Notice to Proceed, with construction starting no earlier than March 22, 2027, per Amendment 0001, effective November 2, 2026. That amendment also confirms the bid opening at 2:00 p.m. EST on December 1, 2026, and requires offerors to acknowledge the amendment before opening. The categorical exclusion under 23 CFR 771.117(c)(22) excludes new signage, drainage improvements, new lighting, and accessibility modifications, and limits milling to Sagamore Hill and Springfield Armory.

Bidders must be registered in SAM at bid submission and award and must complete the VETS-4212 report. A bid guarantee of 20 percent of the bid price or $3,000,000, whichever is less, is required in the form of a bid bond. Successful bidders must furnish performance and payment bonds under FAR 52.228-15 within 10 days of award. Payments are made by Electronic Funds Transfer only.

Award goes to the responsive, responsible bidder with the lowest Evaluation Total Price, calculated as the sum of all six schedules' bid totals. The solicitation names no weighted evaluation factors. The NAICS code is 237310, Highway, Street, and Bridge Construction, and the PSC is Y1LB. Solicitation documents are available on SAM.gov, and firms must register there as interested vendors to receive update notifications and appear on the Interested Vendors List.
