About this file
This Statement of Work (SOW) details pavement preservation and repair work for Big Meadows Campground access routes in Shenandoah National Park. The project involves a 2-inch mill and overlay for approximately 2.2 miles of single-lane roads and campsite parking areas, including full depth patching, road edge repairs, and crack sealing following VDOT standards. Work will be phased between "old" and "new" campgrounds, with each section estimated to take three weeks, and is prohibited during peak park visitation from late September through mid-November.
The competitive HUBZone set-aside contract is estimated between $1-5 million, with a performance period of 365 calendar days (including 10 weather delay days). The solicitation (140P4225R0007) is for highway construction under NAICS code 237310, with a site visit scheduled for June 25, 2025. Key requirements include submitting detailed plans for asphalt mix design, milling, patching, tack coat specifications, traffic control, environmental protection, and compaction testing. The contractor must follow strict guidelines for working in an active national park campground, including minimizing visitor disruptions and protecting existing infrastructure.

SCOPE OF WORK
REPAIR BIG MEADOWS CAMPGROUND ACCESS ROUTES
SHENANDOAH NATIONAL PARK
PMIS 329990A – Repair Big Meadows Campground Access Routes
Item 1 - Description of Work
1.1 Background:
The existing roadways and campsite parking areas within Big Meadows Campground at Shenandoah National Park have experienced wear, including cracks wider than 1 inch, failing road edges, and potholes. This project involves a 2-inch mill and 2-inch overlay for approximately 2.2 miles of single-lane roads (average lane width: 13 feet) and resurfacing campsite parking areas. The work also includes pavement patching or sealing of cracks wider than 1 inch, road edges repairs showing signs of failure, and pothole repairs, according to VDOT standards. Asphalt depths vary between 2 to 8 inches.
1.2 Work Covered by the Contract Documents:
The project is located within Big Meadows Campground at Shenandoah National Park. The scope of work includes:
· A 2-inch asphalt overlay will be applied throughout the campground access routes, including sections that will be milled down 2 or 3 inches from the existing asphalt surface. Specific requirements are noted within the associated drawings and maps.
· Full depth patching, repairing road edges, and crack sealing cracks wider than 1-inch following VDOT Sections 212 and 315 as identified within the drawings. If additional marking of locations is required, COR will mark in the field utilizing red marking paint.
· Contractor shall apply tack coat prior to the Hot Mix Asphalt overlay on all surfaces, including milled and patched areas.
· Campsite parking areas adjacent to the access routes will receive treatment based on wear. Treatments may include but are not limited to: 1” asphalt overlay, slurry seal or fog seal unless otherwise noted within the drawings.
· All objects such as but not limited to wheel stops, trash receptacles, and dumpsters shall be removed and replaced in their original locations before and after pavement operations.
· Contractors shall provide pavement markings according to existing pavement markings throughout the campground after paving operations are complete. Precondition documentation will be the responsibility of the contractor.
· The associated maps and drawings identify sections by required treatments, typical and specific locations. Contractors shall confirm locations and information within drawings and specifications; any discrepancies shall be discussed with the CO/COR prior to executing the work.
· Upon completion of paving, provide at least 3:1 slope ratio of top soil backfill and Kentucky 31 grass seed along edges of pavement where the asphalt finish grade is 1-inch or greater above the existing grade.
· Adjustment of utilities to match final pavement elevations. (If applicable)
· Disposal of milled material according to environmental regulations.
Line Item Option
· A 2-inch asphalt overlay will be applied throughout the walkways within the campgrounds. This work will cover approximately 12,769 Square Feet of asphalt. The work will include backfilling along asphalt edges with topsoil and reseeding with Kentucky 31.
All work will be performed under a single contract. Work will be phased per “Old Campground” and “New Campground” (see sect 3.1). Maps and drawings have been provided in coordination with the scope of work for reference, field verification is the responsibility of the contractors.
Period of Performance:
The contractor shall complete all work within 365 calendar days from the Notice to Proceed, which includes up to 10 weather delay days. Due to peak visitation at the park, no work shall occur within the campground from the last week in September through the second week in November. A longer period of performance has been allowed in consideration for these restrictions and the winter months that are typical outside of paving “season”.
Item 2 - Existing Utilities
2.1 Existing Utilities:
The contractor must coordinate with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and utility companies to locate and mark all utilities before starting any pavement or excavation work, including near patched areas.
2.2 Utility Damage:
The contractor is responsible for protecting all utilities during milling, patching, and paving activities. Any damage must be repaired at the contractor's expense.
Item 3 - Contractor's Use of Premises
3.1 Public Use of Site:
Big Meadows Campground is a high-traffic area for visitors. The contractor must minimize disruptions by phasing work on both roadways and campsite parking areas. See section 4.7 for traffic control requirements. The NPS will allow the closure of the campground(s) to allow for phased work. The phasing is intended to be as follows: the “old campground” will be closed for an estimated duration of three weeks to allow for contractors to work. Once the “old campground” has been completed, the “new campground” will then be closed for an estimated duration of three weeks.
3.2 On-Site Work Hours:
Work will generally take place between 8 a.m. and 5 p.m., Monday through Friday. Any work outside of these hours requires prior approval from the CO and COR. No Holiday or weekend work will be permitted.
3.3 Limits of Construction:
The limits of construction are defined as being within 12 inches of the edge of the asphalt, as indicated in the mapping. Areas along and outside the limits of proposed work must be protected and maintained in their original condition. No activity is permitted outside the limits of work without written approval from the Contracting Officer (CO). Any damage occurring outside the limits shall be repaired, and the area restored to its previous condition at the contractor's expense. All repair efforts must be approved by the CO. Associated maps and drawings are provided as reference, all measurements are the responsibility of the contractor prior to commencement of work.
