About this opportunity
The Mission Installation Contracting Command–Installation Readiness Center is procuring Full Food Services at Schofield Barracks NCO Academy, with proposals due August 14, 2026. The procurement is a Total Small Business set-aside under the Randolph-Sheppard Act, permitting State Licensing Agencies representing blind vendors to compete alongside small business concerns.
Place of performance is Schofield Barracks, Hawaii, specifically Building 6056 (Leader's Den Dining Facility). The contract encompasses dining facility management—food receiving, storage, preparation, serving, remote site feeding, and facility sanitation—under the Army Food Program in support of Army Sustainment Command. The Performance Work Statement (PWS, updated August 6, 2026) requires a full-time on-site Manager with minimum five years management experience including three years in cafeteria or DFAC operations and current Food Protection Manager Certification. All employees require DoD Level I Antiterrorism Training, food sanitation certification within 30 days, Sexual Harassment and Sexual Assault Training, E-Verify verification, and background checks meeting HSPD-12 Tier 1 standards for Installation Access Card eligibility. The Government furnishes facility, equipment, and specified consumables; the contractor provides all supervision, labor, supplies, and equipment not designated as government-furnished.
The contract period runs 60 months (December 1, 2026, through October 31, 2031) plus a six-month extension option under FAR 52.217-8. Labor is subject to Department of Labor Wage Determinations and the existing union Collective Bargaining Agreement with Industrial, Technical and Professional Employees Union, OCEIU Local 4873 (effective January 1, 2026, through December 31, 2028), which specifies wage rates of $21.25 to $25.40 hourly across classifications, plus employer contributions to health, welfare, pension, and annual benefit funds totaling approximately $13.78 per hour. Award will be made on Lowest Priced Technically Acceptable (LPTA) basis under FAR Parts 12 and 15, evaluating Technical Capability (Staffing Plan), Past Performance, and Price. Amendment 0002 (August 5) revised the PWS; Amendment 0003 (August 11) corrected Attachment G (Pricing Matrix) and adjusted PMO and DFAC Manager quantities for Operations 1 from 12 to 11 months. Proposals must be submitted in four volumes (Solicitation Documents, Technical—100-page limit, Past Performance, and Price) via email or PIEE at https://piee.eb.mil/. Technical questions were due July 27, 2026. NAICS 722310 (Food Service Contractors), PSC M1FD (Operation of Dining Facilities).
