About this file
This document is a Questions and Answers (Q&A) attachment to a Request for Proposal (RFP) for Full Food Service (FFS) operations at Schofield Barracks, Hawaii, issued July 16, 2026. The Q&A addresses six key inquiries from prospective offerors regarding facility scope, labor hours, billing procedures, and cost adjustments. Building 6056 is confirmed as the correct facility for this solicitation, which is the NCO Academy Warrior Restaurant/Dining Facility. The Government will execute an administrative modification to remove Building 6056 from the existing Cook Augmentation Food Support contract concurrently with this FFS contract award.
The Government has provided baseline labor hour projections in Attachment O totaling 1,828 productive hours for non-exempt employees, calculated from standard full-time annual baselines and specific leave categories used for Independent Government Estimate (IGE) development. Offerors must use this Government-provided figure but may propose deviations if their technical approach requires different staffing levels to meet Performance Work Statement (PWS) requirements, provided they submit comprehensive narratives detailing the departure, technical rationale, and risk mitigation strategies. As a Lowest Price Technically Acceptable (LPTA) acquisition, the successful awardee will be contractually held to PWS performance standards within their proposed pricing structure. Offerors may adjust ODC Consumables and Cleaning Supplies allocations under CLIN X0008 internally based on actual requirements, provided the total does not exceed the Not-To-Exceed ceiling, with supporting documentation required on invoices. Billing will follow the Web-based Automated Certification System for Invoices (WAWF) process, with a sample invoice and billing memo provided as an attachment.

SCHOFIELD BARRACKS, HI FFS – ANSWERS TO QUESTIONS RECEIVED IN RESPONSE
TO THE REQUEST FOR PROPOSAL (RFP) ISSUED 16 JULY 2026.
Questions
1. Please confirm whether Buildings 6056 and 6065 refer to the same NCO Academy Warrior Restaurant/Dining Facility. If they are different facilities, please identify which building is included under this solicitation and provide the corresponding building plans, workload data, and any revised solicitation documents, as applicable.
Building 6056 is the correct building number with corresponding data.
2. Does this opportunity include scope for the Cook Augmentation Food Support for Building 6065?
The Government will execute a administrative modification to the existing Cook Augmentation Food Support contract to de-scope and remove Building 6056.
Concurrently, the upcoming Full Food Service (FFS) contract will incorporate building 6056.
Augmentation will cease as FFS operations will replace the current augmentation.
3. Attachment O shows estimated hours. Are these minimum hours expected?
These are projected hours to accomplish the projected headcount and serving times.
The Government’s estimated labor hours under the CLIN structure are baseline projections developed from historical execution data and real-world operational observations. However, the Performance Work Statement (PWS) defines the absolute standard of performance. Offerors are responsible for proposing a staffing solution that fully satisfies all PWS requirements. If an offeror’s technical approach requires staffing levels or labor hours that deviate from the Government’s baseline estimates to meet the PWS, the offeror may propose a deviation (including proposing additional hours).
Any proposed deviation must be accompanied by a comprehensive narrative within the technical proposal that:1. Detail the specific departure from the Government's baseline hours.2. Provide a thorough technical rationale demonstrating how the proposed approach meets or exceeds all PWS requirements.3. Include a risk assessment identifying potential operational risks and specific mitigation strategies.
As this is a Lowest Price Technically Acceptable (LPTA) acquisition, offerors must balance technical acceptability with price competitiveness. The successful awardee will be contractually held to the performance standards of the PWS within their proposed and accepted pricing structure.
4. How was the 1828 productive hours for non-exempt employees calculated? Can this number be adjusted?
The 1,828 productive hours reflect the Government’s estimate based on a standard full-time annual baseline, reduced by the categories of leave included for Independent Government Estimate (IGE) development and estimated staffing purposes. This figure is based on a standard full-time annual baseline, reduced by the specific leave categories the Government elected to include for IGE development. While the Government recognizes that employees may receive additional forms of leave, those categories were not used for calculation purposes.
Offerors must use the Government-provided productive-hour figure when preparing their proposals. This ensures all submissions are evaluated on an equal basis and maintains consistency across offerors. Use of this productive-hour figure does not alter or affect the labor-hour estimates the Government has provided for each labor category; those estimates remain fixed as stated in the solicitation.
5. How will the invoice be billed and what will it look like? Can you provide a sample invoice?
See attachment: WAWF Invoice Billing Process Memo Sample
6. CLIN X0008 shows an amount for ODC Consumables and Cleaning Supplies. Can these amounts be adjusted?
Yes, the amounts for ODC Consumables and Cleaning Supplies under CLIN X0008 can be adjusted and reallocated internally based on actual requirements, provided that the total cumulative billed amount does not exceed the overall Not-To-Exceed (NTE) ceiling established for this CLIN. Please ensure that all purchases remain allowable, allocable, and reasonable in accordance with the contract terms, and continue to provide the necessary supporting documentation with your invoices.
