About this opportunity
The National Park Service Denver Service Center seeks pavement preservation services across four South Carolina national parks—Congaree National Park, Cowpens National Battlefield, Kings Mountain National Military Park, and Ninety-Six National Historic Site—with proposals due August 27, 2026.
This is a small business set-aside under NAICS 237310, Highway, Street, and Bridge Construction. Work encompasses approximately 11.48 miles of roadway and 0.71 miles of parking area preservation, including crack sealing, seal coating, asphalt milling and overlay, full-depth reconstruction at two sections, concrete slab replacement, pavement markings, and signage. The contract is firm-fixed-price with a mandatory 132-calendar-day performance period commencing within 10 days of notice to proceed. Four base lump-sum line items cover each park; four option line items provide supplemental work at the same locations. The estimated price range is $1 million to $5 million.
Performance and payment bonds equal to 100 percent of contract price are required. Liquidated damages are assessed at $1,999 per calendar day of delay. Work hours are restricted to 7:00 a.m. to 4:00 p.m. Monday through Friday; no work is permitted on federal holidays. The contractor may work at only one park at a time and must provide four weeks' advance notice for lane closures. The contract includes specific operational constraints: roads and parking areas must remain open during the July 4th week, all Kings Mountain work must conclude by October 1, and work at Congaree is restricted during October 15–18 and the Synchronized Firefly Festival period.
Prevailing wage rates apply per Department of Labor General Decisions SC20260035, SC20260039, and SC20260037. The contractor bears responsibility for quality control testing, erosion control, archeological resource protection, permitting, and schedule management using Critical Path Method software. Modification proposals are subject to a 10 percent overhead cap and 25 percent total aggregate markup ceiling with no contingency allowances. Sealed offers due by August 27, 2026 at 2:00 p.m. Mountain Time; a mandatory virtual pre-proposal conference occurred July 31, 2026. Award will be made on best-value basis, with technical factors (schedule, key personnel experience, and past performance) significantly more important than price. Contracting Officer Shellie Murphy, shellie_murphy@ios.doi.gov. Amendment 0003, extending the proposal due date, was posted August 17, 2026.
