About this file
This document is a transcript and presentation materials from a pre-proposal conference held on July 31, 2026, for National Park Service Solicitation Number 140P2026R0054, titled "LRF 192 Repair and Preserve Roads in South Carolina."
The contract involves pavement rehabilitation and preservation work across four national parks in South Carolina: Congaree National Park, Cowpens National Battlefield, Kings Mountain National Military Park, and Ninety-Six National Historic Site. The scope of work includes localized patching, crack sealing, seal coating, asphalt overlays, mill and overlay applications, pavement markings, traffic loops, and signage. The contract is structured as a lump-sum fixed-price award with a base price covering all four parks and optional pricing for specific maintenance areas at each park. Contracting Officer Shellie Murphy (shellie_murphy@ios.doi.gov) and Project Manager Kevin Tyler from the Denver Service Center lead this project. Work hours are restricted to 7:00 a.m. to 4:00 p.m. Monday through Friday, with no lane or parking lot closures permitted on federal holidays. The contractor may work in only one park at a time and must provide four weeks' advance notice for lane closures and notify the CO of site visits to specified maintenance areas by August 6, 2026. All questions and site visit notifications must be submitted by August 6, 2026, at 2:00 p.m. MDT to the contracting officer, with responses to be provided via amendment on sam.gov.

SC SER - PreProposal Virtual Site Visit- 20260731_090005-Meeting Recording
July 31, 2026, 3:00PM 15m 48s
Murphy, Shellie A started transcription
Murphy, Shellie A 0:20 Good morning, this is Shelley Murphy, the contracting officer for the project. I'm going to hold on just another minute or two to make sure that we've got everybody on the National Park Service side.
Okay, good morning. Again, I'm Shelley Murphy. I'm the contracting officer for the project to pay press of four different projects or four different parks for the Southeast region in South Carolina. Solicitation number showing on the screen.
It states on the PowerPoint also that the meeting is being recorded. If you don't wish to be a part of the recording, I'd recommend dropping now. Otherwise, we're going to go ahead and move forward with the with the pre-proposal conference.
So, Shelley Murphy, I actually sit out of Denver, Colorado. I work for the National Park Service.
The project manager is Kevin Tyler and Chris Tilley is the project specialist. Kevin, would you like to say a few words?
Tyler, Kevin H 2:12 Yes, thank you, Shelly. This is Kevin Tyler. I'm the project manager. I've been with Denver Service Center for nearly 15 years, working mostly in the southeast region. So Look forward to a successful project. I'm not sure who's all on the call, but I may have worked with some of you guys in the past. So anyway, welcome. Thank you.
Murphy, Shellie A 2:37 Chris.
Tilley, Kristopher C 2:38 Yeah.
Hi, my name is Christopher Tilly. I'm a project specialist with Denver Service Center.
I'm actually a duty stationed in Pittsburgh, Pennsylvania, and I'm excited to get this project going.
Murphy, Shellie A 2:51 Thank you both. Appreciate it. So anybody that is attending this pre-proposal conference will be listed in an amendment along with the transcribed notes to the pre-proposal conference.
The next couple slides will just be the brief overview, price schedule, and then we're just going to touch very briefly on each of the sites. And then please, if you have any questions, They need to be in writing to me so that we can answer them and then get them back out to everybody via an amendment.
So here's again, very brief, talking roads and parking. We're rehabbing the pavement in the four parks.
Just talking the patching, crack seal, seal coat. Is there anything specific before we get into the other slides, Chris, that you wanted to touch on with the scope?
Tilley, Kristopher C 4:03 Not at this time. I can kind of discuss it during the plan review.
Murphy, Shellie A 4:07 Copy that.
So as you can see, you all have this, what you see on the screen right now is our price schedule, right? And it's lump sum. You will see though in the drawing set that there are quantities. So there will, along with the amendment of today with the attendees and the transcription is I will be adding a clause into the contract regarding quantities. So just know that that is coming, that's forthcoming. And then you'll see the different, the added options in the contract for the different.
Parks.
Okay, at this time I'm going to turn it over to Chris to go over.
Some of the areas, Chris.
And Chris, let me know when you need me to change slides.
Tilley, Kristopher C 5:09 Yes.
Okay, so as you can see on this map, the work is located in four parks, which are geographically separated with two parks kind of relatively close to each other. All 4 parks are managed as separate entities. Therefore, when we are doing work in one park, we still need to, prior to working in an the next park, we will need to coordinate with that park. So please note that, you know, when we're coordinating things, we are coordinating with four separate parks for this project. Please proceed to the next slide.
So first park that's noted is Congaree. This is kind of just a general idea of where we're working at. This is off of one of the main stretches, main roadways that goes into the park visitor center. This includes the three parking lots as well as little offshoot park roadway that goes into an aggregate parking lot for the campground. Next slide.
Cowpens, this is a circular Rd. Please note that once you get past the maintenance roadway on the south spur, that it turns into a single lane. This is a fairly active park with a lot of pedestrians. So part of the project will also be increasing pedestrian safety with the striping.
All of this will be in the plans. It's not currently on site. So this will be additional striping, but we are not changing the roadway or pavement geometry. Next slide.
This is Kings Mountain. This is one of the main roadways through the park. This off of this roadway includes the main visitor center as well as the park headquarters. This roadway is a throughway that is connected to at the end to a county Rd.
Murphy, Shellie A 6:59 Tell me.
Tilley, Kristopher C 7:15 So this often, this is not a heavily trafficked Rd. but it does get through traffic through the park. Next slide.
This is the 96 National Historic Site. This work will be mostly, there's Rd. assets and parking lot assets are fairly small in this park. So this is the main parking lot for the visitor center.
Next slide.
So these are the general work restrictions. All of these kind of work restrictions are in the specification sections, specifically spec section 011000. Working hours identified.
This is kind of in general.
for all the parks. We can work and early morning work may be permitted as well as late work potentially in some of the parks, but we'll have to now we have to go on a case-by-case basis. Lane closures and parking lots are not permitted during on federal holidays. Generally, federal holidays is when these parks get their peak visitation.
so is incumbent on us to not restrict access to these parks during those peak visitation. Big thing I want to highlight is we are doing a lot of work in visitor center parking lots, but that is important that And then each of the visit parking lots are noted as a phased work, except for 96. It is important that when we work, move from one phase to the other phase, that we have either temporary or permanent striping so that way we can, the park can, so the way visitors can you use the parking lots once we have transitioned from phase to phase. Once again, there's additional restrictions as for time of your work, special events for the parks.
For instance, Congaree has a synchronous fire and fly event that is a big draw to the park. So work is restricted during that time. And once again, there's times date and time the restrictions are in the specifications. Next slide.
This is just going over more restrictions. I think I've discussed most of these. Big thing I want to talk about is work may not occur in more than one park at a time. The sequence of work that you go into, which park you start work in first or what parks next is up to the contractor. However, Prior to moving on to the prior to completion and moving on to the next park, we will be do a walkthrough to kind of close out, do a punch list. You can still move and transition to a new park while you're closing out punch lists. However, We do not want work concurrently working in two different parks just because of the geographic spacing. Thank you. So, Shelly, you want to cover this one?
Murphy, Shellie A 10:36 Yep, absolutely. So you'll see here, and you saw in the previous slides for each park, there's different numbering where each location is shown, and it's all showing your drawing sets. But specifically these areas, you will need to send me a request or just a notification, not a request, a notification that you would like to go to these parks, these specific ones, to these specific areas.
The reason for that is they're not, they're kind of offshoot roads like the admin or maintenance facility.
So that we're letting the parks know, hey, you may see some contractors coming through for the solicitation so that they can get their eyes on it. So please send me an e-mail, who, you know, what contractor you are associated with, the number of people, I don't necessarily need names, just the number of people going to visit the sites.
and then the date in which you plan on going to that site. Go ahead and e-mail me that information by the 6th of August, which is next Thursday, excuse me. And you'll note that my e-mail address is not nps.gov.
Note that it's ios.doi.gov. So just note that there's been a change over the past few months that it's no longer nps.gov. Please make sure that you have that to me by the 6th of August so that we can notify the park of your intentions.
Also, any questions after the pre-proposal meeting today, please go ahead and make sure that you also submit your questions to me, but also by the 6th of August. So there's a lot going on that is required to submit to me by the 6th of August. All those questions will be provided to the technical team and each park, depending on which park it may pertain to, and then I will post an amendment answering those questions out on Sam.gov.
That's all we have. I think this is the quickest pre-proposal meeting I've ever had.
Chris or Kevin, any comments?
Tilley, Kristopher C 13:13 I think that's just kind of 1 parting thing, some parting things that I forgot to mention. So when you're going through the plans, they're generally organized with the suffix 00 being the general notes, 01 being Congaree, 02 being Cowpen, 03 being Kings Mountain, and 04 being 96 National Historic Site.
Please note that the straight line diagrams are a graphical representation of the limits of the work and the proposed work. Proposed works such as the patching and locations of the traffic loops and sign locations are all proximate and need to be confirmed in the field prior to the start of work.
Another thing.
While looking at the straight line in the diagrams, if there's any question as to what preservation method is going on, or Rd. treatment is going on on that roadway, please reference the Rd. inventory data that's on the 00 plan sheets for the work description. That will give you, let you know which preservation method is going on in that one.
Other than that, thank you for your interest in this project, Shelley.
Tyler, Kevin H 14:26 Kelly, this is Kevin.
Murphy, Shellie A 14:26 Appreciate it. Thank you.
Tyler, Kevin H 14:29 I did have a question. Your new e-mail address, does it still have an under score like Chris and my e-mail does?
Murphy, Shellie A 14:36 It sure does. Yep. Good, good question.
Tyler, Kevin H 14:37 Okay, they may want to note that because that previous slide, because it automatically underlines your e-mail address, there is an under score between her first and last name, correct?
Murphy, Shellie A 14:49 That is correct. It does show that in our solicitation. You also, anybody that's attending right now, you obviously got an e-mail from me. So please, it has my e-mail also in that option for you.
Tyler, Kevin H 14:54 Okay.
Yeah.
Murphy, Shellie A 15:09 Other than that, that's all we have for today. I do have a list of everybody's names. I'll be able to get that amendment out over the next few days.
Other than that, hope you all have a great Friday and a wonderful weekend. Thank you.
Tyler, Kevin H 15:29 Thanks, everyone.
Tia Ayoroa 15:32 Thank you.
