About this file
This is a Questions and Answers (Q&A) document from a federal contract opportunity addressing clarifications on project execution, staffing, compensation, and compliance requirements for what appears to be a pavement reconstruction and maintenance project at multiple park locations.
Key staffing and project management details include that a Superintendent, SSHO (Site Safety and Health Officer), and Quality Control personnel are required on-site, with the option for SSHO and Quality Control responsibilities to be shared in a dual-hat role provided personnel possess appropriate qualifications for both positions. The contractor bears responsibility for establishing all horizontal and vertical control, verifying bid quantities, and performing quality control testing as outlined in specifications rather than relying on government-provided survey data. Regarding material and design flexibility, contractors may utilize currently approved SCDOT asphalt mix designs meeting specification requirements without requiring project-specific approval. Off-site disposal of unsuitable excavated materials must be included in the contract price, and any differing site conditions—including unanticipated pavement deterioration, subsurface variations, or edge drop-offs exceeding anticipated conditions—require contractor notification to the Contracting Officer for resolution and potential contract modification. Tax exemption applies when the contractor submits the required federal tax exempt form for Contracting Officer signature. Testing requirements are outlined in FAR Specification Section 01 40 00 and individual specification sections, with contractor responsibility for compliance. The contractor must account for park operational requirements and weather-related delays within the submitted schedule, and must assist in coordinating notification requirements for encroachment permits at four park locations. Previously completed Past Performance Questionnaires may be resubmitted in lieu of obtaining new ones.
