About this file
This is a Project Specifications document for pavement preservation work at four National Park Service (NPS) locations in South Carolina: Congaree National Park, Cowpens National Battlefield, Kings Mountain National Military Park, and Ninety-Six National Historic Site. The specifications cover Divisions 2 through 49 and were issued by the NPS Denver Service Center in February 2026, with project codes 334914, 334929, 334920, and 334915.
The work includes comprehensive pavement preservation activities encompassing selective demolition (removal of asphalt, concrete, curbs, and signage); excavation and backfill operations with specified compaction densities (95-98% per ASTM D698 depending on location); cold milling of existing asphalt paving with depth verification every 250 feet; crack sealing in asphalt pavements using ASTM D6690 Type II or III sealants or ASTM D5078 crack fillers; installation of aggregate base courses meeting AASHTO M 147 specifications with Class A materials; application of asphaltic tack coats and asphalt pavement overlays (9.5mm, 12.5mm, and 19.0mm); seal coat application; cast-in-place concrete curb and gutter replacement; painted pavement markings; traffic signage installation and removal/resetting; and maintenance of traffic throughout construction. Materials specifications include aluminum signposts painted Terra Brun (SW 6048) for Congaree and NPS Brown MP63848 for the other three parks, with retroreflective sheeting conforming to ASTM D4956 supplemental requirements. The contractor bears full responsibility for quality control, including material testing, compaction verification, and field quality control sampling. All milled areas must be paved within ten calendar days unless approved otherwise, and no work may proceed when pavement surface temperatures are below 35°F or during rainy conditions. The document emphasizes environmental protection, including prevention of debris entry into waterways, dust control compliance with National Air Quality Standards, and protection of existing facilities and utilities.

2. Drive posts with a suitable driving head or set posts in drilled or punched holes.
Replace all damaged posts.
3. Construct concrete footings. Excavate and backfill.
a) Place backfill in horizontal layers that, when compacted, do not exceed 6 inches in depth. Compact each layer according to (b) below.
Bring backfill up evenly on all sides of the structure and extend each layer to the limits of the excavation or to natural ground.
SC192 – 334914, 34929, 34920, 334915 10 14 53 - 3
Do not place backfill against concrete less than 7-days-old or until 80 percent of the design strength is achieved.
b) Compact material is placed in all layers to at least 95 percent of the maximum density. Determine the in-place density and moisture content according to AASHTO T 310 or other approved test procedures.
Do not apply density requirements as measured by AASHTO T 310 to material that is incapable of being tested or compacted to maximum values determined by AASHTO T 99. For these materials, fill the voids around the rock in each layer with earth or other fine material. Compact each layer, full width, until there is no visible evidence of further consolidation.
C. Panels
1. Use type III, VII, VIII, or IX retroreflective sheeting. For permanent sign panels, use type L-1 letters, numerals, arrows, symbols, and borders. Cut panels to size and shape and drill or punch all holes. Make panels flat and free of buckles, warp, dents, cockles, burrs, and other defects.
