General Decision SC20260039 - Prevailing Wage Determination

This is a prevailing wage determination issued by the U.S. Department of Labor's Wage and Hour Division for highway construction projects in South Carolina. General Decision SC20260039 was published on May 18, 2026, and applies to 16 South Carolina counties: Abbeville, Cherokee, Chester, Chesterfield, Clarendon, Dillon, Greenwood, Lancaster, Lee, Marion, Marlboro, McCormick, Oconee, and Union. The determination was initially published on January 2, 2026 (Modification 0) and updated on May 18, 2026 (Modification 1).

The wage determination establishes prevailing wage rates and fringe benefits for various classifications required on highway construction contracts subject to the Davis-Bacon Act. Rates are specified by county or county groupings for positions including truck drivers (single axle, lowboy, dump truck), power equipment operators (tractor, screed, roller, paver, grader/blade, crane, bulldozer, backhoe/excavator/trackhoe, milling machine), laborers (pipelayer, traffic control, common/general), ironworkers, guardrail installers, cement masons, and carpenters. Most classifications carry zero fringe benefits, with the exception of the power equipment operator (bulldozer) classification which carries a 3.40 fringe benefit. Hourly wage rates range from $9.39 to $20.12 depending on classification and location. The determination also references Executive Order 13706 regarding paid sick leave requirements for federal contractors and Executive Order 13658 regarding minimum wage rates for contracts awarded between specific dates.
