About this opportunity

The National Park Service Denver Service Center intends to solicit pavement preservation construction services at four South Carolina national park sites (Congaree, Cowpens, Kings Mountain, and Ninety Six) with a Small Business Set-Aside, RFP 140P2026R0054 expected on or after July 7, 2026. The contract is Firm-Fixed-Price, standalone, with a 132-calendar-day period of performance following Notice to Proceed. Prospective offerors should submit total prices between $1 million and $5 million, though this range is informational and not a firm ceiling or floor.

Work spans four discrete South Carolina park locations: Congaree National Park, Cowpens National Battlefield, Kings Mountain National Military Park, and Ninety Six National Historic Site. NAICS 237310 (Highway, Street, and Bridge Construction); PSC Y1LB. Schedule/Schedule Narrative and Key Personnel are the primary evaluation factors and significantly more important than price; award uses best-value trade-off under FAR Parts 15 and 36. Bid, Performance, and Payment Bonds are required. The requirement is currently unfunded; contract award is contingent upon funding availability.

A Pre-Proposal Conference and Site Visit with virtual attendance options will be held after RFP issuance and before the proposal due date. Prospective offerors must maintain active SAM.gov registration and possess a UEI number. Solicitation will be issued via SAM.gov in electronic format.
