About this file
This is a Questions and Answers (Q&A) document from a federal solicitation for pavement work at Congaree Bus Parking Area. The document addresses five inquiries from contractors regarding project specifications and the proposal deadline.
The Q&A clarifies critical technical specifications: the mill and overlay requirement is 4 inches (resolving a discrepancy between documentation and bid schedule); pavement treatment materials are specified in Section 32 12 36 Seal Coat; pavement markings will be either Type H or Type B per Section 32 17 23; and the specified asphalt mixture must be bid as written, though substitutions of alternative materials such as Type C or B asphalt may be permitted upon submission of a Job Mix Formula (JMF), engineering justification, and potential cost credits for approval. The proposal due date has been extended to 27 August 2026 at 2:00 PM Mountain Time.
