About this opportunity

The National Park Service, under the Department of the Interior, is seeking qualified contractors to perform pavement preservation work at four South Carolina national parks: Congaree National Park, Cowpens National Battlefield, Kings Mountain National Military Park, and Ninety Six National Historic Site. The procurement encompasses comprehensive pavement maintenance activities including crack sealing, seal coating, asphalt milling and overlaying, patching, full-depth reconstruction, signage improvements, and aggregate shoulder support. Key requirements mandate that all roads and parking areas remain accessible during the week of July 4th, construction at Kings Mountain must conclude before October 1st, and no work may occur at Congaree during October 15-18 or the Synchronized Firefly Festival period (mid-May to early-June). The Government will evaluate contractor qualifications, bonding capacity, pavement preservation experience, and small business certifications through submitted Sources Sought Survey Questionnaires. Interested contractors must submit completed questionnaires by April 28, 2026 at 2:00 PM Mountain Time to Shellie Murphy, Contracting Officer, at shellie_murphy@ios.doi.gov.

This procurement carries no set-aside designation and will be awarded as a competitive, single Firm-Fixed-Price contract. The project involves approximately 11.48 roadway miles and 0.71 parking miles across the four parks, with an estimated construction magnitude between $1,000,000 and $5,000,000. The anticipated period of performance is 132 calendar days, accounting for potential weather shutdowns. The applicable NAICS code is 237310 (Highway, Street, and Bridge Construction) with a small business size standard of $45 million. The Government anticipates issuing a formal Request for Proposals in Fall 2026 and will likely require bid, performance, and payment bonds as standard contract conditions.
