About this opportunity
The United States Coast Guard In-Service Vessel Sustainment Acquisition Program Office seeks industry feedback on draft solicitation documents for the POLAR STAR Service Life Extension Project through a Request for Information. The objective of the project is to extend the service life of the USCGC POLAR STAR icebreaker from 2023 to 2027 by recapitalizing systems and equipment at risk of degrading the vessel's operational capabilities. The Coast Guard is requesting feedback on draft solicitation, specification, pricing template and other documents by December 20, 2019 to inform the final solicitation, which will award a contract to a shipyard to conduct maintenance and the service life extension project work.
There is no set-aside designation for this procurement. The work involves maintenance, repair and overhaul of the POLAR STAR across five dry dock availabilities from 2021 through 2025, totaling over 100 mandated work items. The solicitation and subsequent contract would utilize NAICS Industry Group 336611 (Ship Building and Repairing), with a primary PSC Code J019 (Ship Repairing/Alteration and Conversion Services). The Coast Guard seeks to extend the service life of the POLAR STAR through overhauling major ship systems to a similar scope as previous dry-dock maintenance periods.
