About this file
This request for information solicits industry feedback on draft documents for the United States Coast Guard's POLAR STAR Service Life Extension Project. The USCG In-Service Vessel Sustainment Acquisition Program Office seeks comments on its draft solicitation, specification, and other documents. The objective of the SLEP is to extend the service life of the USCGC POLAR STAR icebreaker from 2023 to 2027 by recapitalizing several systems and equipment at risk of degrading the vessel's operational capabilities due to reliability, obsolescence, or material condition issues. The response is due by December 20, 2019. The USCG requires feedback on draft documents as part of its market research to inform the development of solicitation documents for awarding a contract to a shipyard to conduct both the SLEP work and annual maintenance on the POLAR STAR.

FEDERAL ACQUISITION REGULATION (FAR) PART 10, “MARKET RESEARCH.”
The following provision applies to this RFI:
52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997)

STAR SLEP draft Solicitation.
(End of provision)
The USCG seeks industry input and feedback on the draft Solicitation for the POLAR STAR
Service Life Extension Project (SLEP). This Request for Information (RFI) is issued by the USCG
In-Service Vessel Sustainment (ISVS) Acquisition Program Office as a means of market research for the POLAR STAR Service Life Extension Project (SLEP) effort. This effort will extend the service life of POLAR STAR and recapitalize a number of major systems concurrently similar to dry-dock maintenance done in previous years.
This RFI is issued for informational, market research, and planning purposes only. It does not constitute a promise to issue a RFP in the future. This RFI does not commit the United States Coast
Guard (USCG) to contract for any supply or service whatsoever. Further, the USCG is not at this time seeking proposals and will not accept unsolicited proposals.
At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this RFI.
Respondents are also advised that all submissions become USCG property and will not be returned.
In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the USCG to form a binding contract.

BACKGROUND:
The United States Coast Guard (USCG) In Service Vessel Sustainment (ISVS) Acquisition
Program Office, COMDT (CG-9323) has a requirement to execute a Service Life Extension
Program (SLEP) for the USCGC POLAR STAR, a USCG Heavy Polar Icebreaker. The objective of the program is to extend the service life of USCGC POLAR STAR for an additional 4 years, extending it from 2023 to 2027 by recapitalizing, replacing, or overhauling several systems and pieces of equipment at risk of degrading mission execution due to reliability, obsolescence or material condition. This will reduce the risk of an operational capability gap and undisrupted access to the Polar Regions. Extending the POLAR STAR’s service life is a crucial endeavor, as the USCG requires substantial overlap in the service life of the POLAR STAR and the beginning of service life of the new cutters.
The Program intends to contract an industrial shipyard to conduct both SLEP and annual maintenance work. The work package will consist of planned reoccurring maintenance items, several system upgrades, and unforeseen voyage repairs. Historically, POLAR STAR dry dock availabilities have encompassed approximately 40% growth from the known contract work items.
The execution of the work package may be concurrent with two significant NAVSEA projects, Coast Guard Machinery Control System and Propulsion Power Distribution installations, that will be executed while the ship is in dry dock. The annual execution phases are expected to span 110 –
140 days in a dry dock facility at the successful Offeror’s shipyard. FY2021 availability is anticipated to be 30 days shorter than subsequent years due to the need to reserve dedicated time for NAVSEA efforts.
It is anticipated that this will take place across approximately four to five dry dock availability periods and that they will occur approximately between March and October beginning in 2021.
The Contractor will perform the identified SLEP work items, annual depot level maintenance items and additional voyage repairs incurred each year to allow the vessel to deploy for its annual operational commitments. Identification of further optional work items for these unforeseen voyage repairs will be determined early in each availability period to minimize schedule and cost impacts.
A potential Offeror must have the dry dock availability and pier space to manage repair execution phases each year. Dimensions for POLAR STAR are as follows:
Length overall 399' 0"
Length between perpendiculars
352' 0"
Beam, extreme 83' 7"
Depth amidships to main deck
43' 2-7/8"
Draft to bottom of keel @ full load
31.81'
Full load displacement 13,057 long tons
Effective keel length 273' 0"
Mast height above DWL @
28' draft
138' 1-1/8"
Required clearance from stern for centerline shaft removal is a minimum of 42’-8”.
Each availability may also include a requirement for POLAR STAR to be temporarily moored at or near the dry dock facility post dry-dock and prior to sea trials for NAVSEA testing.
This RFI includes the following attachments:
