About this opportunity
Naval Facilities Engineering Command seeks repair and renovation of Bachelor Enlisted Quarters Building FC555 at Marine Corps Base Camp Lejeune, North Carolina, with proposals due August 5, 2026 at 1:00 PM EST. The procurement is a total small business set-aside restricted to seven pre-qualified General MACC contractors holding existing Navy construction contracts N40085-25-D-2991 through N40085-25-D-2997, foreclosing competition outside that pool.
Place of performance is Camp Lejeune, NC. The estimated cost range is $25 million to $100 million, with contract completion required 910 days after award. The work scope comprises 12 separate exhibit line items including interior renovations (ELIN 0001), lightning protection installation (ELIN 0002), parking lot milling and overlay at 5,808 square yards (ELIN 0003), sidewalk replacement at 1,650 linear feet (ELIN 0004), asbestos removal in two categories (ELINs 0005–0006), lead removal (ELIN 0007), unsuitable soil replacement at 200 cubic yards (ELIN 0008), buried utilities removal at 400 tons (ELIN 0009), formal partnering services (ELIN 0010), roof underlayment and truss replacement (ELIN 0011), and landscaping (ELIN 0012). All line items must be priced; failure to price any ELIN renders the proposal non-responsive.
The project is subject to Davis-Bacon Act prevailing wage requirements under Wage Determination NC20260010 07/28/2026 Building and Buy American construction material requirements. Liquidated damages are assessed at $880 per calendar day for schedule delays. Bid bonds are required at 20% of proposal amount for proposals exceeding $150,000; payment bonds are required for proposals $35 million and greater; performance bonds are required only for proposals exceeding $150,000.
A mandatory site visit is scheduled for June 23, 2026 at 10:00 AM EST. Questions must be submitted by June 29, 2026 at 2:00 PM EST. The NAICS code is 236220, Commercial and Institutional Building Construction. PSC is Z2JZ, Repair Or Alteration Of Miscellaneous Buildings. Evaluation uses a lowest-price basis. Eight amendments have been issued, including clarifications on casework specifications, gas piping requirements, asbestos handling (abatement only in areas disturbed by proposed renovations, with undisturbed materials managed in place), and updated wage determinations and proposal deadlines.
