About this file

This is Amendment 0005 to Solicitation N40085-26-R-9043, issued by NAVPAC Mid-Atlantic for the Repair BEQ FC555 project at MCB Camp Lejeune, NC (Project 25-0009). The amendment extends the time and date for receipt of proposals to 27 July 2026 at 2PM EST and must be acknowledged when submitting proposals. The amendment includes responses to 17 contractor questions and answers regarding project specifications, clarifications on design intent, and technical requirements. Key clarifications address air distribution grille specifications (minimum-security type required), underground piping replacement (all UG piping between buildings being removed and replaced), thermostatic mixing valve requirements (not required for this project), shower drain specifications (2-inch diameter no-caulk PVC drain with 4.25-inch stainless steel strainer required), utility verification responsibilities, emergency power requirements (generator not required; battery backup provided), interior finish requirements, and pipe insulation specifications for DOAS exhaust ductwork. Additional clarifications address vandal-proof hood vents (not required), pre-heat coil piping details with updated drawings, acceptance of adhesive labels instead of snap-on labels, and exterior buried preinsulated piping system descriptions.

The amendment also incorporates a new Section 23 11 20 (Facility Gas Piping) specification with comprehensive requirements for natural gas piping systems including materials, equipment, installation standards, testing procedures, and submittal requirements. The specification references NFPA 54, ANSI standards, ASTM standards, and CSA standards for gas piping, fittings, valves, regulators, and safety systems. Requirements include shop drawings, product data submittals, pressure testing, gas testing, purging procedures, and operation and maintenance documentation. The amendment replaces the project specification table of contents with a revised version dated 07 July 2026 (AMDT 02), reflecting all divisions and sections applicable to the renovation project. Failure to acknowledge the amendment may constitute grounds for rejection of proposals.

CONTINUATION SHEET

1. QUESTION: Note 5 on the air distribution schedule calls for a minimum-security face plate with tamperproof screws. Is the intent for this to have a minimum-security type grille, or a standard grille with a security cover installed over it.

ANSWER: Design intent is to provide minimum-security type grille.

2. QUESTION: Drawing PD101 Demo Note 2 states to demo all existing domestic water piping, including seNice piping back to the existing outdoor mechanical building. Detail B3/Drawing P-108 keynote 14 states to connect new 3" DCW, 3" DHW, & 1-1/2" DHWR to existing domestic risers. This statement is written as if the UG piping is to remain in place for re-use between the domestic water equipment building & FC555 BEQ. Will the existing underground 3" DCW, & pre-insulated 3" DHW, & 1-1/2" DHWR piping get demo' d & replaced with new piping?

ANSWER: Per Drawing CD102, all UG piping between these buildings is being removed and replaced. The drawing P-108 note 14 made the assumption that the UG piping would turn up into the building prior to the interior piping being installed. At that point, it would be considered existing, but there is no question all this piping is new.

3. QUESTION: The Plumbing schedule on Drawing P-601 lists (TMV-1) Thermostatic Mixing Valve rated for 0.25 GPM minimum flow & 10 GPM maximum flow w/15 PSI drop. This valve is listed as being in the Laundry Restrooms. There do not appear to be any restrooms associated with the laundry room areas shown in the drawings or labeled as "Laundry Restroom". Where specifically does this mixing valve install?

ANSWER: This mixing valve is not required for this project.

4. QUESTION: Will either the P-2 Lavatory, or P-4 Sink in the sleeping rooms require a point of use mixing valve?

ANSWER: No. The intent is to distribute 110 deg F water throughout the building, so no point of use mixing valves will be required for this project.

5. QUESTION: Will the (P-7) Lavatories (wall mounted} require a point of use mixing valve?

ANSWER: No. The intent is to distribute 110 deg F water throughout the building, so no point of use mixing valves will be required for this project.

6. QUESTION: Shower drains are listed in specification section 22 00 00 paragraph 2.6.1 Floor & Shower Drains as having a galvanized body which further states made of cast iron. This style of shower drain is not typical for solid surface shower pan applications as they tend to utilize drains made of PVC. Being solid surface shower pans are to be installed; the shower drain specification should be adjusted accordingly to match this application.

ANSWER: Provide and install 2" diameter no-caulk shower drain designed for us with preformed shower stall bases where the drain body is sealed to the shower with a fiber/rubber washer and mechanically compressed gasket. The drain body material will be PVC to match the new drain, waste and vent piping. The shower drain strainer will be 4.25" diameter stainless steel.

7. QUESTION: Reference: Section 01 11 00 Utility verification requirements Contractor is required to verify underground utilities prior to installation. Mechanical piping routing may conflict with unknown existing utilities.

Provide: Existing utility as-builts (if available) Clarification on responsibility for relocation if conflicts occur

ANSWER: The utilities shown on the plans are based upon Level B utility locates completed during design. No other information is available. Bid per the Contract documents.

8. QUESTION: Reference: Life safety and electrical specs Emergency lighting and fire alarm systems are required; however, no generator or backup power system is clearly identified.

Confirm whether emergency power is required and if so, provide generator size/location and loads served

ANSWER: Generator is not required. Emergency lighting and fire alarm systems have battery backup.

9. QUESTION: Reference: Painting concrete. Is it the governments intent to paint the walls, ceiling, and seal the concrete in the chases?

governments intent to paint the brick walls that are currently not painted in these corridors?

ANSWER: As part of the renovation, every room is expected to meet the project finish requirements shown in the contract documents. Per the RFP, existing concrete floors in Mechanical Rooms must be demolished, properly cleaned and sealed. All ceiling texture in these room are to be demo'd and prepared for new finishes per 18m of the RFP. Walls will also have painted surfaces.

10. QUESTION: Reference: Interior Drawings I- -101 has it as a XO finish schedule calls out. Please advise.

ANSWER: This is a scheduling error. The following updates have been made (also see page 6 below):

Room #116 CO OFFICE (has been removed), Room #137 ELECTRICAL (accidentally duplicated -removed) Room #150 MEN'S TOILET (has been removed)

11. QUESTION: Section require for exhaust ducts to be insulated. However, the exhaust ductwork serving the E1 grilles (in the closets and bathrooms in the sleeping rooms) is being routed to a DOAS unit with energy recovery. Does the exhaust ductwork from the sleeping rooms to the DOAS need to be insulated, and if so, what thickness is required?

ANSWER: DOAS exhaust ductwork will require insulation. Revised spec 23 07 00 was provided on Amendment 0004 #2.

12. QUESTION: Note 6 on P-001 indicates that all vents to have vandal proof hoods. Detail B4 on drawing P-501 indicates for the vent to be installed without a vandal proof hood. Are we to install the vents per detail B4 on drawing P-501?
