About this file

This is an Amendment to Solicitation (Amendment 0003) for Federal Acquisition Regulation (FAR) contract N40085-26-R-9043, issued by NAVPAC Mid-Atlantic for a Repair RFQ on project 25-0009 at Camp Lejeune, NC. The amendment was effective June 29, 2026, with a proposal receipt deadline of July 13, 2026 at 2PM EST. Contractors must acknowledge receipt of this amendment prior to proposal submission; failure to do so may result in proposal rejection.

The amendment addresses eight contractor inquiries regarding project scope clarification. Key determinations include: Autocall is not approved as an alternative to Simplex; asbestos work should focus only on areas disturbed by proposed renovations, with abatement contractors handling ACM removal and encapsulation per specification 02 82 00; the government intends to manage asbestos in place rather than remove all existing materials; contractors determine means and methods for roof hatch installation and gutter demolition work; no asbestos removal is required for undisturbed parapet wall flashing; and laydown areas are identified on Civil plans sheets CD101, CD103, CS101, CS102, CG101, CG102, and CG103. All other terms and conditions remain unchanged.

N40085-26-R-9043 Amendment 0003

CONTINUATION SHEET

1. QUESTION: Will Autocall be approved as an alternative equal to Simplex?

ANSWER: No, Autocall is not an approved alternative to Simplex.

2. QUESTION: Part 1 of 2. Spec 02 82 00 Page 7 Section 1.3.1 Description of Work states parapet flashing material located in the attic and approximately 20,000 square feet of damp-proofing need to remove all of the brick veneer from the building. We would also need to remove the elevated walkways to access the brick behind them. Can you clarify if this is the appropriate scope to remove and replace all brick veneer? In addition we can not guarantee we can remove all the damp proofing or protect the existing block from being damaged.

ANSWER: No, only areas of disturbance by the proposed renovations. Recommend abatement contractor perform removal of windows, doors, louvers and any demolition necessary that would disturb the ACM. Exposed ACM abated/encapsulated in accordance with 02 82 00 so that general trades may perform the replacement.

3. QUESTION: Part 2 of 2. Spec 02 82 00 Page 7 Section 1.3.1 Description of Work. Instead of removing all brick veneer to access the damp proofing. Should we only focus on removing damp proofing from the areas where the perimeter walls are to be demolished/removed for new man door, louvers, and/or HVAC units?

ANSWER: Yes, the intent of the government is to manage asbestos in place.

4. QUESTION: Demolition Note 9 on Drawing AD201 states "Demolish Existing Gutters and Downspouts". The existing Standing Seam Metal Roof is the Garland 2-3/8" high seam at 16"o.c., mechanically seamed "T" seam with concealed one piece clips. The Gutters on a Garland Roof extend up the fascia and across the roof plane underneath the ends of the Standing Seam roof panels. (See attached Gutter Details). The Gutters are fastened with screws up the roof slope under the panels approximately 7 inches from the ends of the roof panels. To remove the Gutters to install new Gutters, the roof panels must be removed off of the entire roof. Removal of the roof panels and the requirement to store and reinstall the same existing roof panels will most likely cause some damage to panels requiring new panels and new Seam Caps over the entire roof. Due to the extent of panel demo and reinstallation, and to maintain Garlands 30 year No Dollar Limit Warranty, it is recommended to demo the existing roof panels, demo the existing gutters and install new gutters and 15 new Garland Roof Panels per spec section 07 61 15.00 20.

SEE PAGES 4-12 FOR PROVIDED ATTACHMENT

ANSWER: Provide proposal per project documents. Contractor to determine means and methods.

5. QUESTION: On drawing S-103 Detail B3 "Roof and Attic Plan", there are 3 Roof Access Hatches with plan notes stating "Remove Existing Roof Access Hatch and prepare opening for new hatch or infill-See ARCH." In order to remove the Roof Hatch and properly install a new Hatch with the flashings and trims required to waterproof the the penetration and maintain the roof warranty, roof panels must be removed to allow full access to all 4 sides. There are no notes indicating to remove roof panels. (See Garlands Flashing details and Highlighted Roof Plan for roof panels that will need to be removed). Due to the extent of panel demo and reinstallation, and to maintain Garlands 30 year No Dollar Limit Warranty, it is recommended to demo the existing roof panels and install new Garland Roof Panels per spec section 07 61 15.00 20. SEE PAGES

4-12 FOR PROVIDED ATTACHMENT

ANSWER: Provide proposal per project documents. Contractor to determine means and methods.

6. QUESTION: Please see attached photo of the face of the existing dorm rooms - It appears The front of these buildings could have been the old-style metal fronts and were replaced with block/brick at some point. Can we confirm that the asbestos damp proofing is also in these areas that have been remodeled? If the renovation was completed after 1983 then there should be no asbestos at the dorm room entrances. The asbestos test on the damp proofing was completed on the older part of the building and not at the renovation area. Could we sample the renovation area or confirm non asbestos material was used on these new areas? SEE PAGE 13 FOR

PROVIDED ATTACHMENT.

ANSWER: Provide proposal per project documents.

7. QUESTION: If the 4500 sf of asbestos parapet wall flashing is not disturbed during the renovation of FC555, will we need to still remove the asbestos parapet wall flashing?

ANSWER: No, unless there is potential for disturbance.

8. QUESTION: Please provide a laydown area for this project?

ANSWER: See Civil plans for limits of disturbance. Sheets CD101, CD103, CS101, CS102, CG101, CG102, CG103.
