About this file
This is a Questions and Answers document (Amendment 0003) for Solicitation No. 140P1426R0013 to rehabilitate the Polebridge Water System at Glacier National Park. The amendment addresses eight key clarifications regarding equipment specifications, system requirements, site conditions, and submission procedures.
Equipment and technical requirements include: the existing Franklin Electric Pump-Tec Plus 5800020610 pump protection system may be reused; the hypochlorite feed pump will not be replaced but requires new wiring from the control panel; and a wall-mounted 6000 BTU vent-free propane heater (acceptable manufacturers include Rinnai, HearthRite, or Empire) is required. The contractor must price out a Programable Logic Controller (PLC) based on minimum operation and programming requirements outlined in Attachment 13. Additional clarifications confirm that no licensed plumber is required; the contractor is responsible for running fiber optic cable into the building while the National Park Service will install hardware; and a licensed plumber is not required for installation work. The period of performance has been extended to October 17, 2026, through December 17, 2027, with a revised assumed Notice to Proceed date of August 19, 2027, and work completion required within 120 calendar days of Notice to Proceed. The project site anticipates seasonal traffic variations from a few hundred vehicles monthly in winter to up to 7,000 vehicles monthly during peak summer months. Potable water service must be provided to housing units between April 18, 2027, and October 16, 2027, with restrictions on work near the Ranger Station during summer months. The infiltration gallery excavation requires dewatering to the bottom, with the contractor selecting the appropriate dewatering method. Proposals must be submitted via email to Stacy_Vallie@ios.doi.gov.

AMENDMENT 0003
SOLICITATION NO. 140P1426R0013
REHABILITATE POLEBRIDGE WATER SYSTEM, GLACIER NATIONAL PARK
QUESTION 1: Can you provide the specifications for the Pump Protection System, Hypochlorite Feed Pump and Propane Heater
RESPONSE:
Pump Protection System:
The existing pump protection system is a Franklin Electric Pump-TecPlus 5800020610 installed in 2018. This unit may be reused, rather than removed and replaced.
Hypochlorite Feed Pump:
This unit will not be replaced, but new wiring will run from the control panel to the pump's receptacle.
Propane Heater:
A specific model is not provided on the plans, but a wall mounted 6000 BTU vent free propane heater is called out on sheet E6. Options from manufacturers including Rinnai, HearthRite, Empire, or others would be acceptable.
QUESTION 2: Can we get Specification Section 25 00 00 – Sequence of Operations to help price out the PLC that is required for the project?
Sequence of Operations:
Please see the attached minimum operation and programming requirements for the Programable Logic Controller (Attachment 13 - Amendment 0003)
QUESTION 3: What level of traffic should we anticipate during the period of performance?
RESPONSE 3: In the summer months, expect steady traffic passing through the entrance station. The great majority of this traffic turns north to go to Bowman or Kintla Lake. Traffic heading towards logging is light.
Traffic counts for vehicles passing through the Polebridge Entrance Station may be found here - Stats Report Viewer. Expect a few hundred vehicles per month from November to April (the gate is closed, but there is some visitation for skiing and hiking in the winter months), and up to 7,000 per month in peak summer months.
QUESTION 4: Would an adjustment to the period of performance be considered:
RESPONSE 4: Due to material lead times and weather impacts, the period of performance has been adjusted to complete all work by December 17, 2027. Potable water service shall be provided to housing units between approximately April 18, 2027, and October 16, 2027. There shall be no work in front of the Ranger Station between May 7, 2027, and October 16, 2027. The Inside North Fork Road may be closed to allow trenching and restoration work before June 4, 2027, or after October 16, 2027. Work on the infiltration gallery, maintenance area, housing area, and chlorination room will not be restricted and may occur in the summer months. Please refer to the attached specification Revised Section 01 10 00 Summary of Work (Attachment 14 – Amendment 0003) for greater detail.
The revised Period of Performance is October 17, 2026, through December 17, 2027.
FAR Clause 52.211-10 Commencement, Prosecution, and Completion or Work (Apr 1984) is hereby revised as follows:
The Contractor shall be required to:
(a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed,
(b) prosecute the work diligently, and
(c) complete the entire work ready for use not later than 120 calendar days after receipt of Notice to Proceed. The time stated for completion shall include final cleanup of the premises.
(End of clause)
SECTION L – FACTOR 4: SCHEDULE shall be revised to replace the assumed Notice to Proceed date of September 21, 2026, with August 19, 2027. The revised provision shall state, “Assume a Notice to Proceed date of August 19, 2027.”
QUESTION 5: Does the water gallery need to be completely dewatered during installation? If so, will a well point system or other dewatering method be required?
RESPONSE 5: The infiltration gallery excavation needs to be dewatered to the bottom of the excavation. The method of dewatering should be determined by the contractor.
QUESTION 6: Will a licensed plumber be required for any portion of the installation?
RESPONSE 6: A licensed plumber is not required.
QUESTION 7: Will the contractor be responsible for terminating (landing) the fiber optic cables, or will that work be completed by others?
RESPONSE 7: The contractor will get the cable into the building, but National Park Service will install hardware from there.
QUESTION 8: Please clarify if we are able to email the bid documents and supporting required information, or if it needs to be submitted in person at the project site as stated on Form 336 (page 6 of 422 in the original bid specifications)?
RESPONSE 8: Offerors are required to submit proposals via email to Stacy_Vallie@ios.doi.gov.
