About this opportunity

The Department of Agriculture Forest Service seeks complete operational assembly and installation of mechanical, electrical, and plumbing systems for the Star Meadows cabin at the Flathead National Forest in Whitefish, Montana, with quotations due December 8, 2026. The procurement is a 100 percent small business set-aside, foreclosing competition outside that category.

Place of performance is 5250 Star Meadow Road, Whitefish, MT 59937. Work scope includes hydronic heating with a 60 mBTU/H capacity combi-boiler (Navien model NCB-190/060H or equivalent), radiant floor tubing, forced-air heating and distribution, propane service and yard-lines with two direct-vent gas stoves, water supply retrofit with well pump and pitless adapter installation, and sewer drain stub-in to the existing septic tank. The contractor must furnish all labor, materials, tools, equipment, and supervision for the 1,200-square-foot cabin (built in 1941) with 655 square feet of gross living area.

Period of performance runs March 2027 through June 29, 2027. Work must commence within 10 calendar days of notice to proceed and be completed within 120 calendar days. The project value is estimated between $100,000 and $250,000. Solicitation number is 1240BH27Q0001; NAICS code 238220, small business size standard $19 million; PSC Z2FB.

The contract is firm fixed price with lump sum for mobilization and selective demolition and unit pricing for other items. Both performance and payment bonds are required; bid guarantees are 20 percent of bid price. Davis-Bacon wage requirements apply per Montana General Decision MT20260032 (effective May 18, 2026). Evaluation uses lowest price technically acceptable criteria; the government evaluates only the lowest priced offer for technical acceptability and past performance; if unacceptable, evaluation proceeds to the next lowest priced offer. Offerors must submit pricing for all line items, detailed technical approach explaining capability and resource allocation, and three similar projects completed within the last three years with contact information. Requests for Information are due November 10, 2026. A mandatory organized site visit is scheduled for Tuesday, October 27, 2026, at 11:00 a.m. Mountain Time. Acceptance of offers is good for 90 calendar days from the RFQ due date. The technical point of contact is Patrick Siers, Project COR, at (406) 758-5347 or patrick.siers@usda.gov.
