AMENDMENT 0001

SOLICITATION NO. 140P1426R0013

REHABILITATE POLEBRIDGE WATER SYSTEM, GLACIER NATIONAL PARK

The proposal submission date has been extended. Proposals are now due no later than 1:00 p.m. Mountain Daylight Time on August 21, 2026.

QUESTION 1: The Period of Performance noted in the solicitation is noted from 9/21/26 through 6/21/27. It is also noted as 274 days from notice to proceed. 4 to 5 months of the period noted is during winter months when this type of construction is generally not possible. Will the contractor be given credit in the POP for weather exclusion when work is not possible?

RESPONSE: The contractor shall plan to complete all work from September 21, 2026, to June 21, 2027. A winter shutdown period for earthwork activities is expected. The intent is to complete work in the shoulder seasons to avoid conflicts with peak visitation and avoid the need for a temporary water system.

QUESTION 2: Key personnel – can the Project manager and Site Superintendent also fill the quality Control and Safety manager positions on this project, as long as they are qualified? I.E. Can the super also fill the QC and Safety officer roles and/or some combination of PM and super fill all 4 roles.

RESPONSE: Yes, one qualified person may fill multiple roles.

QUESTION 3: Is there some place where the contractor could dump/pile overburden aggregate materials for reuse on future projects in Glacier Park they may have a need for?

RESPONSE: The contractor shall legally dispose of all excess aggregate materials, excess vegetation, or removed waste outside of the park.

QUESTION 4: If the contractor is hauling water or aggregate from the West Glacier area to the site could the truck use the West Glacier through camas creek route while the Camas Creek Road is open?

RESPONSE: Yes, you may use Camas Road to haul water or aggregate if these materials are obtained from the West Glacier area.

QUESTION 5: To what extent does the infiltration gallery excavation need to be dewatered? And where should water be released?

RESPONSE: Per the details on sheet C18 / 26 of the Civil Plans, the excavation must be dewatered to the base of the excavation during well casing and infiltration pipe and backfilling work.

Removed water may be released into a brush pile that is located roughly 100' upstream from the site, or to another brushy location along Bowman Creek, provided that discharged water does not cause erosion or sedimentation near Bowman Creek. Discharging into filter bags would help mitigate this.

QUESTION 6: What is the existing water pipe material?

RESPONSE: The current water system has been constructed in at least five iterations. To the best of our knowledge, there is PVC in the Maintenance Area (1989 as-builts), galvanized steel pipe and ductile iron pipe in some areas (1980 as-builts), and likely HDPE pipe near the housing area and water tank. There is no known asbestos cement pipe.

QUESTION 7: Can the river access areas across the North Fork Flathead River be used for staging?

RESPONSE: These river access areas are managed by the Flathead National Forest and can't be used for staging. Refer to G5 / 6 of the Civil Plans for allowable staging areas. Small dump trucks (roughly 12 to 14 cubic yards) can get to the Bowman Pit Staging Area, but no trailered vehicles would be able to maneuver the steep slopes and tight curves.

QUESTION 8: As Builts

8a. 1980 As Built Plans Page 40 - Will the buried 6 pr signal wire be marked?

RESPONSE: This line is believed to be abandoned in place but may be encountered in the trench to the west of the Ranger Station. It is not a part of the current water system. It likely does not have marking tape and would not be traceable.

8b. 1980 As Built Plans Page 40 - Will the Filtration Basin power and control cables be abandoned, or do they need to be traced and removed?

RESPONSE: Remove any abandoned utilities that cross the trench; otherwise, abandon in place. Cross reference sheet 1989 As Built Plans sheet C1 / 27; this will be encountered at two locations near the Ranger Station.

8c. 1980 As Built Plans Page 40 - Whose responsibility will it be to trace, mark, and protect the existing buried lines to the existing buildings?

RESPONSE: NPS will trace and mark utilities to the best of our ability. As noted in 33 14 16 3.4 Potholing, the contractor may be required to pothole areas of suspected utility conflicts.

8d. 1980 As Built Plans Page 42 - Does the existing signal wire to the old tank need to be marked, protected, kept in service until the last minute for crossover?

RESPONSE: Of note, the signal cable and tank on the 1980 plans have been abandoned. The controls cable that serves the existing tank (and two telecommunications cables) sit on grade and will need to be protected in place prior to removal - see the land survey and Civil Plans sheet G4.

QUESTION 9: Specifications

9a. Section 27 13 23 Communications Fiber Optic Backbone Cabling - does not specify how deep the FOC conduit needs to be.

RESPONSE: See Civil Plans sheet C12 – fiber optic conduit is buried 36”.

9b. Section 01 27 00 Definition of Contract Line Items - When does the old control cabinet get removed, at the very end of the job, or sooner?

RESPONSE: This depends on project phasing and the progress of water tank and infiltration gallery work.

9c. Section 01 11 00 Summary of Work: Is the date supposed to be 2027 instead of April 18, 2026?

RESPONSE: Yes, the dates in section 01 11 00 Summary of Work section N should read April 18, 2027, and May 1, 2027, rather than the 2026 date provided.

9d. Specifications 01 43 33 Electrical Testing: is there a table or list of what requires testing?

RESPONSE. Yes, see 1.04 E. – test the switchboard, main distribution panel, cables, electric motors, pump controls, grounding system, and other items. Test all new work.

QUESTION 10: Plans

10a. Do these pages show the fiber optic conduit runs, or just the power and control in conduit schedule on E8?

RESPONSE: Fiber optic runs are more clearly shown on Civil Plans C2-C5, C8-C10.

10b. Where is the fiber optic conduit summary of runs shown individually on C2?

RESPONSE: See Civil Plans C2-C5, C8-C10 and Specifications 27 13 23 Communications Fiber Optic Backbone Cabling 3.1 A. and B. for a summary of cable routing. Approximately 915’ of conduit and 1725’ of fiber optic cable is required.

10c. Should there be provision for a 2nd well pump (E9)?

RESPONSE: No.

10d. Does the fiber optic conduit runs operate the pump control?

RESPONSE: No – fiber optic lines will support Park communications infrastructure only. The contractor’s scope is limited to placing the new runs of conduit and cable, making the connections to the buildings as shown on Civil Plans C15. NPS will complete all other work to improve connectivity in the Polebridge area.

QUESTION 11: Is a 404 permit for dewatering required?

RESPONSE: As there is no work directly in Bowman Creek, the need for a Clean Water Act Section 404 Permit is not anticipated. Reference 01 31 00 Project Management and Coordination for a list of anticipated permits. A SWPPP permit must be filed with both the EPA and MTDEQ. A construction dewatering permit must be filed with the MTDEQ.

All terms and conditions of Solicitation 140P1426R0013 and associated documents remain unchanged.

QUESTION 12: Do the items in the Chlorination room need to be supplied or do they already exist?

RESPONSE: The filters and chlorination equipment will remain unchanged, but a new control panel and pump protection system are in the scope.

QUESTION: Section D: Packaging and Marking, states: "Contractor initiated correspondence and submittals shall identify the task order number and the associated contract number. Task order requirements will be detailed at the task order level..."

RESPONSE: This requirement will be awarded as a stand-alone contract, not a task order. The reference to a “task order number” and “associated contract number” in Section D is therefore not applicable to this solicitation. The Contractor shall identify the contract number on all correspondence and submittals associated with this requirement.
