About this opportunity
The Air Force Services Center (AFSVC), Joint Base San Antonio-Lackland, Texas, is soliciting quotations for Public Accountant Contract Audit (PACA) installation audits in the USAFE region, with quotations due November 17, 2026. The notice is listed under the Department of the Air Force, Air Education and Training Command, uses no set-aside, and awards a single Nonappropriated Fund Purchasing Agreement (NPA) on a lowest-price technically-acceptable (LPTA) basis. No question deadline appears in the source.
The NPA runs a one-year base period with four one-year options, not to exceed five years. Orders are firm-fixed-price delivery orders against an established price list priced at 3% to 5% off GSA and commercial pricing. Attachment 12 lists 18 USAFE installations across Europe and the Atlantic, including sites in the United Kingdom, Germany, Italy, Turkey, Portugal, and Greenland. Fieldwork is performed at each installation where records are maintained, limited to four weeks, during regular operating hours. Deliverables go to AFSVC/VFSF at JBSA Lackland. The Government reserves the right to bundle installations, combine MWR and Lodging audit types, require dual-year historical financial statement audits, or span fiscal years as mission requirements dictate. Funding is exclusively Morale, Welfare, and Recreation revenue, with no appropriated funds.
Subcontracting is strictly prohibited, and all references must reflect direct prime contractor performance. Offerors must submit three past performance references from the last three years demonstrating similar audit experience. Page limits are 2 pages for the executive summary, 50 pages for the technical solution, and 18 pages for past performance (6 per reference). Audit plans are due within ten business days of kick-off, and preliminary draft reports within four weeks of fieldwork completion. Travel is separately priced, capped at $125,000 annually. No minimum order applies, and the contractor must accept all delivery orders regardless of value. Payment is primarily by Government Purchase Card, or by electronic funds transfer with a 2% discount if paid within 30 days.
Technical acceptability is pass/fail. Price is evaluated for fairness and reasonableness on total regional cost. Past Performance Confidence Assessment considers recency, relevance, and quality. If the lowest-priced technically acceptable offeror has Acceptable past performance, that offeror is awarded immediately. Otherwise, evaluation proceeds by price until an Acceptable contractor is identified. An Unknown rating is treated as Acceptable. The source assigns no evaluation weights.
The NAICS code is 541211, Offices of Certified Public Accountants, and the PSC is R704, Support-Management: Auditing.
