About this file
This document is the Special Provisions attachment to a Nonappropriated Fund Purchasing Agreement (NPA) for the Public Accountant Contract Audit Program Installation Audits supporting Region 2 (USAFE). The contract award is to one contractor and covers a one-year base period with four one-year option periods for a total potential performance period of five years. Contract prices and fees are fixed for the contract term unless the Contracting Officer approves adjustments; contractors may request price increases for substantial and unanticipated cost increases with full documentation, provided the request is submitted with a proposed effective date no sooner than thirty days after approval and the Contracting Officer must act within thirty days of receipt. Option period extension requires the NAFI to provide preliminary written notice of intent to extend at least sixty days before contract expiration, with final written notice due at least one day prior to contract expiration.
The Special Provisions establish that only the Contracting Officer may approve contract requirement changes and must be included in all communications regarding meetings, briefings, teleconferences, email correspondence, and all issues concerning delivery, deliverables, scope, or price. The contractor must comply with the Privacy Act of 1974, include Privacy Act notifications in all subcontracts, and protect privacy and security safeguards without publication or disclosure without written consent. All information and communication technology procured must meet Section 508 accessibility standards under 36 CFR 1194. Software, database schemes, and documentation must be placed in escrow and updated at each major release, with the vendor responsible for data conversion fees if sold or bankrupt; data must remain promptly accessible through contract end or system conversion with no additional separation fees. Contractors must submit disclosure requests for unclassified information at least ten business days before release and must submit subcontractor release requests through the prime contractor to the Contracting Officer.
