About this file

This document is Contract Administration Data (ATCH 08) for a Public Accountant Contract Audit Program providing installation audits for U.S. Air Force Europe (USAFE) Region, effective November 4, 2026.

The contract involves audit services delivered through Delivery Orders organized into five payment milestones: (1) Audit Planning & Kick-Off at 15% of Delivery Order value, triggered by government acceptance of the final Audit Plan and Audit In-Brief; (2) Fieldwork Completion & Exit at 35%, triggered by fieldwork verification and COR acceptance of Audit Out-Brief materials; (3) Preliminary Reporting at 15%, triggered by acceptance of the Preliminary Draft Audit Report; (4) Formal Draft Reporting at 15%, triggered by acceptance of the formal Draft Audit Report incorporating government feedback; and (5) Final Report & Closeout at 20%, triggered by acceptance of the Final Audit Report. Contract Line Item Numbers (CLINs) are designated for a Base period and four optional years (OY1-OY4), with separate sections for two audit areas. CLINs 0007 and 0008 are required deliverables (weekly status meetings and progress reports) but are not separately priced. Payment methods include primary payment via Government Purchase Card without surcharges, or alternative Electronic Funds Transfer with a 2% prompt payment discount if paid within 30 days (2/30, Net 30). Invoices must be submitted electronically to naf.dcard@us.af.mil with explicit written COR acceptance of deliverables, including contractor name and address, invoice date and number, contract and Delivery Order numbers, applicable CLINs and milestones, service descriptions with quantities, units, unit prices, and extended prices, and contact information for defective invoice notification. The Contracting Officer is Ms. Valerie Baltimore (AFSVC/VPE) at 380.456.9205, and the Contract Specialist is Ms. Whitney Ward (AFSVC/VPEB) at 380.459.8120. No subcontracting is permitted under SOO Paragraph 3.6, and no minimum order floor applies; the contractor must accept all Delivery Orders regardless of dollar value.
