About this file
This document is the Instructions to Contractors for a federal contract solicitation for audit services under the Public Accountant Contract Audit Program (PACA).
The Air Force Nonappropriated Fund Instrumentality (NAFI) seeks to award a single Nonappropriated Fund Purchasing Agreement (NPA) for Region 2 (United States Air Forces in Europe) to provide installation audits. The solicitation number is F41999-27-Q-XXXX, effective November 2, 2026, issued by the Air Force Services Center (AFSVC/AFNAFPO) at JBSA Lackland, Texas. The requirement is funded exclusively through Air Force Morale, Welfare, and Recreation (MWR) revenue with no appropriated funds utilized. The award will be made on a lowest-price technically-acceptable (LPTA) basis to a responsible offeror. The resulting NPA will contain a one-year base period and four one-year option periods, not to exceed five years total. Individual audit engagements will be executed as firm-fixed-price delivery orders against an established price list. The Government reserves the right to bundle multiple installations, combine MWR and Lodging fund audit types, require dual-year historical financial statement audits, or span across fiscal years as mission requirements dictate.
Proposals must be submitted electronically by the deadline specified in the RFQ Offeror Letter to the Contracting Officer (Ms. Valerie Baltimore) and Contract Specialist (Ms. Whitney Ward) in searchable PDF format. Quotes must be organized into four distinct files: Contract Documentation, Pricing Proposal (Attachment 05), Technical Solution/Contractor Statement of Work, and Past Performance Information. Pricing must include firm-fixed prices for financial statement audits (CLINs 0001/0002), performance audits (CLIN 0003), travel expenses capped at $125,000 annually (CLIN 0006), and $0.00 or "NSP" entries for non-separately priced deliverables. The contractor must provide three past performance references from the last three years demonstrating similar audit experience; subcontracting is strictly prohibited and all references must represent direct prime contractor performance. Page limits are strictly enforced across all four volumes, with specific restrictions including 2-page executive summary, 50-page technical solution, and 18 pages maximum for past performance narratives (6 pages per reference).
