About this file

This document is a Supplies, Services and Prices (ATCH 05) attachment for a federal contract opportunity for Public Accountant Contract Audit Program Installation Audits, dated 22 October 2026. The contract covers a base year plus four option years and is organized into two main sections: Section A addresses Financial Statement Audit Deliverables (priced per individual fund—MWR or Lodging), and Section B addresses Performance Audit Deliverables (priced per consolidated audit engagement). All services are designated as "SV" (Services). Key deliverables across both sections include detailed audit plans due within ten business days of kick-off, Provided by Client (PBC) document request lists submitted 15 calendar days prior to on-site arrival, formal in-brief and out-brief meetings, preliminary draft audit reports within four weeks of fieldwork completion, draft audit reports within ten business days of receiving government comments, and final audit reports within ten business days of approved drafts. Weekly and monthly status reports are required and designated as Not Separately Priced (NSP), as are weekly status meetings whose frequency will be determined post-award by the Contracting Officer's Representative (COR) and Contractor.

Fieldwork is limited to four weeks and must be performed during regular operating hours at the respective installation sites where records are maintained. The audit plan must include preliminary itineraries, audit team member lists with designated on-site team leads, and any projected resource unavailability. All schedule delays must be reported to the COR within one business day of discovery with proposed resolutions by 1600 Central Standard Time the same day; contractor-caused delays require a revised schedule within two workdays. Travel costs are separately priced by labor category and daily cost for base years and option years and will be provided when requested by the Contracting Officer (CO) or COR, with reimbursement in accordance with the Federal Travel Regulation (FTR). The document structure repeats these deliverables across multiple Contract Line Item Numbers (CLINs) for the base year and four option years, with the note that the pricing form can be adjusted as needed.
