This pre-solicitation notice covers comprehensive design and installation services for power system categories including engine generators, uninterruptible power supplies, fuel storage tank systems, electrical distribution equipment, alternative energy systems, and lightning protection/grounding systems across multiple facility types. Contractors must demonstrate relevant corporate experience through three completed contracts within the past five years across the specified project classifications and geographic support capabilities spanning at least three CONUS regions and one OCONUS location. The FAA will use a two-phase best value evaluation approach, initially screening for relevant corporate experience, followed by detailed technical and price evaluations. Potential offerors must submit questions regarding project specifications by Friday, January 23, 2026, at 5:00 p.m. CST to jennifer.l.perry@faa.gov and stefanie.wiles@faa.gov, with all communications marked with solicitation number 6973GH-26-R-00018, and proposals are due February 1, 2026.
This procurement is designated as a partial small business set-aside, with at least 70% of contracts reserved for small businesses and up to 30% available for unrestricted competition. The FAA anticipates awarding between 5 and 15 firm fixed-price indefinite delivery/indefinite quantity (IDIQ) contracts, each with a guaranteed minimum of $10,000 and a maximum task order value of $15 million per contract. The contract will operate on a 4-year base period with two optional 3-year extension periods, creating a potential 10-year service relationship with an estimated total contract value of $857,190,625.59. Contractors must be registered in the System for Award Management (SAM) by the proposal due date, meet the NAICS 238210 small business size standard of $19 million in annual revenue, and comply with extensive technical specifications including FAA standards for electrical work, lightning protection, power system design, and environmental/safety requirements. Work will be performed at various FAA facilities throughout the United States and its territories, with site surveys, engineering design, installation, testing, and construction documentation requirements detailed in the comprehensive Statement of Work.
