About this opportunity

The Federal Aviation Administration, through Franchise Acquisition Services, seeks design, manufacture, and delivery of a replacement Air Route Surveillance Radar Model 4 (ARSR-4) Collector Power Supply Test Station (CPSTS) by proposals due November 9, 2026. No set-aside is used, and the acquisition is full and open. The notice's attached SIR summary cites offers due 1400 CT November 19, 2026, so verify the controlling date in the solicitation before planning.

Place of performance is Oklahoma City, Oklahoma, where final acceptance testing occurs at the FAA Enroute Shop and delivery goes to the Mike Monroney Aeronautical Center. Delivery personnel require current government-issued identification. The FAA Radar Product Division (AJW-L900) issued the statement of work.

The test station must include a test adapter and test/repair software that test and repair both the Collector Power Supply and Preamplifier Power Supply units to specification. Required performance includes a minimum mean time between failure of 10,000 hours per MIL-HDBK-217F (CHG 2), operation at +10 to +40 degrees Celsius with 5 to 90 percent noncondensing relative humidity, and power-up within 90 seconds. Offerors must submit test plans, procedures, and drawings at least two weeks before testing, and qualification requires at least one week of continuous operation. The contractor must comply with ISO 9001:2008 and furnish all labor and materials.

Offerors must submit at least three past performance questionnaires and organizational experience forms for projects valued at $300,000 or more completed within the last ten years. The contract is firm fixed price with three line items: Item 0001 for non-recurring engineering, Item 0002 for travel, and Item 0003 for materials. Delivery is due within 224 days after award. No dollar ceiling or budget is stated.

Evaluation is best value, with technical factors weighted significantly more heavily than cost. The technical factors are the Manufacturing Technical Document (most important), the Diagnostic Test Technical Document with an Automation Subfactor, and Organizational Experience. The government anticipates adequate price competition and will request other-than-certified cost data only if competition does not materialize.
