About this opportunity

The U.S. Army Corps of Engineers San Francisco District is soliciting bids for the Pajaro River Reach 6 flood risk management project, involving the construction of 2.6 miles of engineered levees and 1,500 linear feet of floodwalls along the Corralitos Creek in Watsonville, Santa Cruz County, California. The project requires approximately 111,600 compacted cubic yards of fill for levees with crest elevations ranging from 2 to 8 feet, minimum 20-foot crest widths, and 3H:1V side slopes, plus an access road surfaced with 8 inches of CalTrans Class 2 Aggregate Base. Contractors must be registered in both the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE) to view solicitation documents and submit electronic offers, with a requirement to perform at least 20 percent of the total contract work with their own organization. The contract includes Project Labor Agreement requirements under FAR Clause 52.222-34. Following multiple amendments that extended deadlines and provided additional technical clarifications, bids are due on August 28, 2025, with the solicitation having been made available on July 1, 2025.

This procurement does not utilize any set-aside designation and operates under NAICS code 237990 with a size standard of $45 million for small business qualification purposes. The estimated contract value ranges between $25-$100 million, to be awarded as a single Firm-Fixed Price contract with a performance period from September 1, 2025, to February 28, 2026, allowing 791 calendar days for completion. Seven contractors submitted bids ranging from Granite Construction's low bid of $39,330,400 to Clark Bros' high bid of $76,125,000, compared to the government estimate of $64,370,480. The project encompasses approximately 10,000 acres within the lower Pajaro River watershed, spanning the border between Santa Cruz and Monterey Counties, with work specifically focused along the Corralitos Creek tributary system. Performance will occur in La Selva Beach, California, as part of the broader Pajaro River Levee System flood risk management initiative.
