RFI # Question Response 1 What is the specification for the filter material shown on detail 3 and sheet C-69? Filter material is defined as filter sand in speci+C3:C17fication section 33 40 00 subpart 2.6.8.

2 On plan sheet C-45, does the RSP slope thickness "T" include the 9in of bedding stone? No, see spec section 35 31 19 for further guidance/requirements

Please confirm that the depth of the toe trench shown in detail 5 on sheet C-45 is 3.5' from finish grade. If this is not the case then what is the depth of the toe trench? Confirmed

4 Can you please provide the CAD files for this project? CAD will be provided to the contractor who is awarded the project.

Could you please provide the existing ground surface files (e.g., CAD or surface models) for the project? The existing contours shown in the plans are labeled infrequently and discontinuous, which makes it difficult to perform accurate quantity takeoffs.

Refer to the answer for RFI #4.

Specifications section 34 41 00 -1.6.3 Subsurface data says there is a geotechnical report available, can you provide that or give reference to where it can be found. Please see the attachment to Amendment 2, which includes the geotechnical report.

Plan sheet C-67 detail 5 specifies 9-gauge 1" mesh galvanized chain link fabric. Specification Section 32 31 13.54 - 2.1 specifies 11 gauge 1/2" mesh. Please confirm the chain link materials. See Amendment 3

8 Due to the delay in scheduling the site visit, we respectfully request a two-week extension of time. See Amendment 3

Section 01 20 00 – Price and Payment Procedures includes an item for Mobilization and Demobilization. Please confirm which CLIN this work is associated with. Mob and demob is included in CLIN 001 per spec 01 20 00 and Amendment 3

Section 01 20 00 – Price and Payment Procedures does not provide an item description or payment details for CLIN 0001. Please clarify what scope of work is included under CLIN 0001. CLIN 001 description has been updated in specification section 01 20 00 and Amendment 3

Spec Section 52-236.1 requires the Contractor to perform 80% of the work. This is an unreal expectation for this project, due to the various scopes of work that will need to be subcontracted out. Please advise if the 80% is the correct percentage and if leeway will be granted prior to bid submittal. We have been assuming that the general contractor would be required to complete 15% of the work, in alignment with the HUBZone requirements. See Amendment 1 for the update to FAR 52.236-1

On plan sheet C-10 it calls to remove an inlet in the parking lot. Does this inlet connect to any existing storm drain that requires removal and or relocation to ensure drainage for the rest of the parking lot? Drainage for parking lot will not be impacted. Removal and relocation of the stormdrain system will not occur. Inlet to be removed and capped.

Several demolition plan sheets call for the removal of storm drains located within the construction limits; however, portions of these drains extend beyond those limits. How is the contractor expected to properly abandon the remaining sections of storm drain that lie outside the designated construction area? Remove up to the limits of construction and then cap and backfill per general soil specifcation

Specification 01 78 00 Paragraph 1.2.2 instructs to "Produce the record drawings from the Record Model (s)..." An initial model or preliminary record model has not been provided. Will CAD files or models be provided to satisfy this requirement?

See RFI #4

In Specification 01 32 01.00 10 Paragraph 3.5.1 please clarify if the Government desires physical CD/DVD or prefers electronic transmission of schedule data. Yes the CD/DVD is still a requirement per the spec.

Specification 01 33 00 Paragraph 1.11 indicates contracting officer review will be completed within "20 calendar working days" after the date of submission. Please clarify if calendar or working days are required. The requirement is calendar days.

17 Could you please let me know where I can find the Geotech report for the above project? The geotechnical reports have been posted via Amendment 2 18 Requesting if a geotechnical report has been completed for this project and if so that it be provided as part of the bid documents. The geotechnical reports have been posted via Amendment 2

Requesting estimated quantities be provided for major work features including sheet pile, CIDH pile, structural concrete, clear and grub, stripping, excavation, engineered fill, rock slope protection, RSP bedding, aggregate base, hot mix asphalt, culvert piping, fencing and gates, chain link slope mesh and erosion control seeding. It is the responsibility of the potential bidders to quantify and estimate the work necessary to achieve project requirements.

20 Can you provide the layout for the pins that hold down the chain link mesh on the slopes. The Contractor is responsible for the layout in order to meet the requirements set forth in spec section 32 31 13.54 21 What is the abbreviation C-C, center to center? (For example, in detail 1 on S-03). Confirmed

Detail 1 on S-04 “Typical Joint Layout” shows an Expansion Joint (Type B) at 30’ on center. It then shows Contraction Joints at 1- 3 x H and says spacing is 9’ to 15’. Can you clarify how you’d like these joints laid out? If it’s a factor between 1 and 3 times the Height, that does not always land between 9’ to 15’.

The detail is intended to provide flexibility in joint spacing but in general if (1 x H) < 9 feet then 9 feet should be the minimum joint spacing. If (3 x H) > 15 feet then the maximum joint spacing should be 15 feet.

Solicitation page 139 of 142, Part A, states the Contractor must submit a completed contractor experience data form along with schedules A-D. Section 00 21 00 does not require the contractor experience data form along with schedules A-D to be submitted with the bid. Please clarify if the contractor experience data form and schedules A-D will be submitted with the bid or will be submitted by the apparent low bidder pre-award.

In accordance with Section 00 21 00, Paragraph 2.3- Contractor Responsibility Pre-Award Survey, The Government will request this information from the eligible contractor after receipt of offer if they have not had a contract with the San Francisco District within the last twelve months and the Government will set a due date for its submission.

Solicitation page 139 of 142 references attached schedules A-D. Only schedules A and B are attached. Please provide Schedules C and D. C and D have been included in Amendment 0002.

The Geotechnical data appears to be missing from this Solicitation. Please provide any available geotechnical information so that we can properly analyze the ground conditions. The geotechnical reports have been posted via Amendment 2

In reference to Specification 32 11 23, Part 3.2, please confirm if all imported aggregate base material utilized under flexible pavements will need to be stockpiled on the project site prior to placement of the material in its final location or if the material can be placed directly from the delivery truck? Specification does not require material to be stockpiled prior to placement.

In reference to Specification 35 31 19, Part 2.2.2.6, please confirm if all imported rock slope protection must be stockpiled on the project site before placement or if the slope protection can be directly placed from the delivery truck? Specifcation does not require material to be stockpiled prior to placement.

28 Please provide the geotechnical report for both the levee and borrow sites. The geotechnical reports have been posted via Amendment 2

Is a full-time, onsite biologist required during active construction activities (01 57 19, page 16)? A biologist is only required if the pre construction survey per 01 57 19 sub part 1.6.1 finds suitable habitat for the endangered species listed in spec section 01 57 19 sub part 1.6.5. Please also reference spec section 01 57 19 sub part 3.1.1.3 for additonal surveying requirements 30 Who is responsible for construction staking and final survey (01 78 00, page 4)? The contractor is responsible for staking and performing the final survey to be used in the As-Builts and Quantity verification.

31 What structure backfill material and zone limits are required for the flood walls (35 41 00, page 19)? There are no zone or backfill requirements per spec 03 30 00 for the floodwall

Requests for Information - W912P725BA012 - Pajaro FRM - Reach 6

32 Reference sheet C-05 (p.19), will the contractor be allowed to access the End RB-Line, Sta RB61+70, from Atkinson Lane? Yes, the contractor is allowed to access the end via Atkinson Lane onto the unamed road.

Reference sheet C-07 (p.21), Note 1, “contractor to R&D and C&G what is remained” is a very broad statement and leaves a lot to interpretation. Please better define what the contractor is responsible for after the owner has removed their appurtenances.

The removal of the building has not been completed. The conditions after removal are unknown. Known site conditions are as shown on plan set.

The statement “Exst Trees And/Or Tree Stumps To Be Removed” appears throughout the demolition plans. The cost to remove a tree is exponentially more than removing a stump, please better define this scope of work. All marked trees delineated with an "X" have been removed and only stumps shall remain for contractor.

35 Please clarify the thickness of topsoil to be respread in seeding areas. See Seeding Note 1, G-03

The on-site borrow sources do not have enough material for the construction of the proposed levee. Please provide additional information on the Government furnished borrow areas referenced in Specification 35 41 00 section 3.9.5.1.

The floodplain borrow features are technically project features and not Government Furnished borrow areas – the features are required to be excavated as shown in the plans. There is not sufficient useable borrow material to satisfy the quantities needed for levee construction.

Contractor to provide additional borrow needed for levee construction per Specification 35 41 00 Section 3.9.5.2.

37 Due to the delay in scheduling the site visit, we respectfully request an extension of the question period. See Amendment 3

The specs call for pre-construction survey, vibration and noise monitoring requirements while pile driving. Can you please specify the locations that need the above monitoring.

Monitoring is necessary where piles are required for the design. For example, this is necessary along the floodwalls at the downstream extent of the project

Plan sheet 29 of 91, RB Profile shows inspection trench starting at STA. 2+39.49, however, sheet 61 of 91, RB XS at STA 3+00 does not show the inspection trench. Please clarify.

Inspection trench requirements are for the levee. However for proper trenching it is shown on the profile but not on the cross section. Proceed based on the profile

Demolition plans note to R&D utility poles in conflict with the work footprint. Are the existing power lines to the poles going to be removed prior to the contractor starting work on the project? Yes existing known utility poles will be removed by others.

During the site visit, it appears that there are temporary ag structures currently in use where just a field is shown on the demolition plans in several locations. Is it safe to assume that these temporary structures and appurtenances will be removed by others?

No, contractor should assume that temporary ag strucutres can still be present and will need to be demo'd and removed from the project.

Sheet C-67 detail 5 states 1 FT Levee Fill TYP. over chain link. Sheet C-45 detail 1 appears to show the bedding stone directly on top of the chain link slope mesh on the waterside. Please confirm if 1 ft of fill needs to be placed over the chain link on the waterside prior to bedding stone placement. Construct based off of detail 1 C-45 and specification section 32 31 13.54 part 3.4. Therefore bedding material is placed on top of fencing

The specs call for exterior paint for the new concrete surfaces, does the paint need to be applied on both wall surfaces - levee side and land side? Yes both sides should be painted per specififcation section 09 90 00

What Specification Section describes the execution and installation requirements for the Filter Sand that is described in Specification Section 33 40 00 part 2.6.8? Filter sand is dictated by section 33 40 00 part 3.2 and the drawings

45 Can the CLSM around the Storm Drain Culverts be placed in Multiple Lifts? Yes as long as backfill complieswith spec section 33 40 00 part 3.7.

There are 2-2" Glav Iron Pipe Hand Posts called out in Detail 2 on Sheet S-01. How tall are these hand posts? Is there a detail that describes how these 2" Hand posts should be installed? Detail and installation is shown on S-02 detail 3. Hand post are to be cast in place

47 Is RSP Fabric Required under the RSP or Adjacent Bedding Stone? What Kind would be required? RSP Fabric is not required.

Specifications 03 30 00 1.6.8, Specifications 01 45 00, 3.8.1 and 3.8.3 – Please clarify discrepancy in On-Site Quality Control Laboratory requirement. Specification 01 45 00, 3.8.1 eludes that either onsite or offsite laboratory is acceptable. However, specification 01 45 00,

3.8.3 and 03 30 00 1.6.8 state Onsite lab. Per spec 03 30 00 1.6.8, an onsite laboratory is required for Concrete work

49 What is the anticipated start date for the project? Start date will be issued by a notice to proceed (NTP) which will dictate the start. Likely start will be fall 2025

On Drawing C-67, Detail 5 shows a 1-foot-thick section of levee fill over the chain link slope mesh. Does this material need to be placed in horizontal compacted lifts. Please advise?

Backfill shall be in compliance to Section 32 31 13.54 part 3.4 and section 35 41 00 part 3.18.4 which dictates that fill be place in layers and compacted. The contractor does not have to use horizontal lifts as long as it is no more than 8 inches at a time

Can materials generated from on-site excavations which do not meet the requirements for select fill be used to backfill on-site borrow areas?

No, borrow areas are to be fully excavated as project features.

DWG 21-28, Sheets C-07 to C-14: Some shaded areas indicated by the legend to be “AREA OF EXISTING TREES, STUMPS OR SHRUBS TO BE REMOVED” are labeled with the SF of area designed for removal provided while others are simply shaded with no labeled area. Please clarify, Are ALL areas shaded to be removed? Yes shaded areas are known areas of vegetation that will need to be removed.

File details come from the government source that posted it. Updated .
