RFI #: Question Response
On plan sheet C-10, what are the limits of the asphalt removal? If the LB construction limits are followed, then a sliver of asphalt will remain abutting the sidewalk, is that intended?
Asphalt to be removed within the construction limits. Limits shown are common with parcel boundaries. No sliver of asphalt is expected. See updated sheets in Amendment 4.
In Specification 01 45 00.00 10 Paragraph 3.5.1 please clarify nebulous statement "and sufficient number of additional qualified personnel to ensure safety and Contract compliance." Paragraph 3.5.3 indicates four (4) areas of expertise which must be accounted for in the CQC organization but does not specify whether they can be accomplished by a single qualified individual or must be accomplished by four (4) separate individuals.
With reference to specification section 014500.0010 Para 3.5.1 and 3.5.3, minimum of two individuals are required. One QC Manager and one Health and Safety Engineer. In addition, the contractor shall designate from his team an alternate QC Manager, in case the QC Manager is on leave or not available. Both QC and alternate QC Manger shall posses the qualification and knowledge as per Experience Matrix per Para 3.5.3. Contractor's CQC organization may require additional qualified personnel to meet the CQC requirements.
Specification 01 50 00 Paragraph 3.2.1 states "Provide temporary utilities required for construction. Temporary utilities will include but not be limited to power, water, sewer,..." Please clarify whether the Contractor is required to provide temporary sewer utility or if on-site sanitary facilities will be acceptable.
On-site sanitary facilities is acceptable. See Specification Section 01 50 00 paragraph 3.2.1 in Amendment 4.
Specification 01 50 00 Paragraph 3.5.1 requires "The building must be waterproof, supplied with a heater, have a minimum of two doors, electric lights, a telephone,..."
Please clarify whether the Government requires a physical telephone to be located in the administrative field office.
Phone requirement removed. See updated Specification Section 01 50 00 in Amendment 4.
Specification 01 50 00 Paragraph 3.5.1 requires "The building must be waterproof, supplied with a heater, have a minimum of two doors, electric lights, a telephone,..." Please clarify whether the Government requires a physical telephone to be located in the administrative field office.
Phone requirement removed. See updated Specification Section 01 50 00 in Amendment 4.
Regarding the same Contraction Joint, Detail A on S-04, the note says “HORIZ REINF, IF HORIZ REINF CONT, WATERSTOP AND BOND BREAKER NOT REQUIRED”. There is no elevation view given for this Reinforcement, but I’m presuming you want the Horizontal Rebar to run continuously through the Contraction Joints, and therefore there is no Waterstop nor Bond breaker at the Contraction Joints?
Contraction joints would be a joint constructed after the wall has been constructed or formed during construction and reinforcing steel would be continuous across that joint and a waterstop or bond breaker would not be needed. Construction joints or locations where wall construction might start and stop will require horizontal steel across the joint but will also require a waterstop within the joint. A waterstop is required for expansion joints but reinforcing steel will not cross the expansion joint. If a construction joint coincides with an expansion joint then horizontal steel is not needed but a waterstop and bond breaker is still required. Refer to spec section 03 30 00 for further guidance/requirements.
Requests for Information #2: W912P725BA012 - Pajaro FRM - Reach 6
Same exact question for Detail C on S-04, the Vertical Rebar runs continuously from the footing p into the wall, therefore Waterstop and Bond Breaker is not required, correct?
If there were a contraction joint crossing vertical steel then a waterstop and bond breaker would not be required. Most, if not all joints crossing vertical steel would be a construction joint and would require a waterstop. Refer to spec section 03 30 00 for further guidance/requirements.
Confirm all irrigation work is performed by others prior to starting construction.
Irrigation lines are schedule to be removed by others per specification section 024100 Para 3.1.2.3.

CONTROL EASEMENT OR DAMAGED BY CONSTRUCTION TRAFFIC IN THE FIELD TO BE
REMOVED AND RELOCATED." Please confirm whether the Government has initiated any coordination efforts with utility owners for the identification, removal, or relocation of potentially impacted utilities within the permanent flood control easement.
Note 14 on Sheet G-03 directs the contractor to notify the COR prior to any unexpected utilities that will be need to be removed and relocated.

The chain link on the rip rap or water side of the channel is embedded 2 feet as outlined on detail 1 on Sheet C-45 and details 1 and 2 on Sheet C-46. The chain link is embedded 2.5 feet on the landside as outlined on detail 5 on Sheet C-45.
On plan sheets C-45 and C-67, please clarify discrepancy in riprap thickness. Detail 1 on sheet C-45 shows thickness "T" to include the 9" of bedding stone where detail 1 on sheet C-67 shows thickness "T" to exclude 9" of bedding stone. Confirm if the Class III riprap is to be 2ft thick or 2.75ft thick on top of the 9" of bedding stone.
The total thickness of rock “T” as shown on detail 1 on Sheet C-45 and details 1 and 2 on Sheet C-46 includes the 9 inches of bedding stone. The slope thickness, T, in the Rock Slope Protection Schedule on Sheet C-45 includes the 9 inches of bedding stone with the remaining thickness being 24 inches of Class III RSP for a total thickness "T" of 2.75'.
