About this file
This memorandum from the United States Army Medical Command (MEDCOM) dated November 18, 2009, directs MEDCOM contracting officers to identify and incorporate essential contractor services into solicitations and contracts to ensure continuity of operations during emergency situations.
The memorandum identifies seven categories of essential contractor services required to maintain critical MEDCOM operations during crises at all military treatment facilities operated by MEDCOM: Emergency Room Staffing, Operating Room Staffing, In-Patient and Support Staffing, Laboratory Support Staffing, Hospital Housekeeping, Linen/Laundry, and Nutrition Care. These services are designated as essential based on a determination by the Under Secretary of Defense, Acquisition, Technology and Logistics, with reference to DoD 3020.37 and the Defense Federal Acquisition Regulation Supplement (DFARS). The memorandum emphasizes that contractors providing these services must continue performance during emergency situations, using the 2009 H1N1 influenza pandemic as an example of such contingencies. The point of contact for implementation is LTC Scott A. Svabek, Commander, Health Care Acquisition Activity, at (210) 221-3298 or scott.svabek@us.army.mil.
