About this file

This file is a Questions and Answers document providing Government clarifications on solicitation HT940827RE003 for nutrition care food service at five military treatment facilities (MTFs): Weed Army Community Hospital (Fort Irwin, California), General Leonard Wood Community Hospital (Fort Leonard Wood, Missouri), Irwin Army Community Hospital (Fort Riley, Kansas), Winn Army Community Hospital (Fort Stewart, Georgia), and Keller Army Community Hospital (West Point, New York). The Government confirmed that Technical Exhibit E is current and contains facility layouts for all MTFs, including the new facility at Fort Leonard Wood, with site tours available during the transition period. The Government will provide site-specific diet manuals, therapeutic diet and texture-modification standards, and nutrition care standard operating procedures upon contract award, with contractor training materials subject to revision and approval to align with facility-specific clinical policies. Cash custody transfers from the Government to the contractor at the beginning of each shift when the Nutrition Care Officer in Charge provides till contents to the contractor-designed Cash Control Supervisor, with the contractor maintaining responsibility until collected cash is returned.

The Government identified historical mission-essential activations at each MTF over the past 12 months: two events at Fort Leonard Wood (water shut-off and inclement weather), one at West Point (water main break), and none at Fort Irwin, Fort Riley, or Fort Stewart. Recurring reports required include daily food disposition, weekly sanitation self-evaluations, monthly personnel hours, quarterly consolidated quality control and customer satisfaction reports, and semiannual small wares inventory. The Government clarified that the $47 million size standard referenced in the solicitation is the Small Business Administration's size standard for NAICS 722310 (Food Service Contractors) and encompasses the total managed volume including the transition period, base period, two 12-month options, and a 6-month period at the conclusion of option years. Quarterly TRISS nutritional results will be shared with the contractor, with trends communicated as soon as practicable.

Additional Questions and Answers for HT940827RE003:

Q13: Please provide a current, complete Exhibit E for all five MTFs, including Fort Irwin, for which no site inventory section is identified in the supplied file. For Leonard Wood, please provide the inventory and available layout for the facility or facilities where contract performance will occur, and reconcile the supplied 2024 inventory with the replacement hospital now in service. Please identify production, refrigeration, ware washing and patient-tray equipment expected to remain unserviceable or unavailable at the start of full performance.

A13: The information provided in Technical Exhibit E is as current as possible. There are no known unserviceable or unavailable pieces of equipment at this time. There is a layout for each MTF uploaded to SAM, including the new facility at Fort Leonard Wood. The awardee will be able to tour each MTF during the transition period.

Q22: PWS Section 5.1 identifies minimum therapeutic-diet training topics but does not provide MTF-specific diet manuals, texture-modification standards, therapeutic diet-order profiles, allergy-management protocols, or clinical nutrition SOPs. The solicitation does not include site-specific diet manuals, texture-modification standards, therapeutic diet-order profiles, allergy-management protocols, or clinical nutrition SOPs. To support accurate transition planning, clinical training development, and staffing assumptions, will the Government provide the applicable site-specific diet manuals, therapeutic diet and texture-modification standards, and related Nutrition Care SOPs for each MTF? If these materials will be furnished only after award, please confirm that the contractor’s initial training materials may be refined during transition to align with each MTF’s current clinical policies and prescribed diet requirements.

A22: The Government will provide the necessary and applicable SOPs to the contractor(s) upon award. If necessary, the contractor’s training materials may be revised – subject to COR and CO approval – to align with site-specific SOPs.

Q113: Which of the listed items are currently unavailable, condemned, awaiting repair or scheduled for replacement?

A113: Please see answer to question 13.

Q124: If TRISS nutritional comments are used, how and when will results be shared with the contractor?

A124: Results will be shared with the contractor on at least a quarterly basis; if trends (positive or negative) are identified by an MTF or the COR, these will be brought to the contractor’s attention as soon as practicable.

Q137: Please confirm when financial custody transfers from the Government to the contractor during transition.

A137: At the beginning of each shift (or other time as designated by Nutrition Care leadership), the NCOIC will coordinate with the contractor-designed Cash Control Supervisor to provide “till contents” (i.e., bills and change) for each cashier. From the time those “till contents” are provided to the CCS, the cash becomes the contractor’s responsibility until such time as the cash collected during the shift is returned to the NCOIC.

Q194: What historical mission-essential activations have occurred at each MTF?

A194: Fort Riley – Irwin ACH: There were no events over the past 12 months that have required the MTF to activate its mission-essential capabilities.

Fort Leonard Wood – GLWCH: There were 2 events over the past 12 months that required the MTF to activate its mission-essential capabilities (water shut off and inclement weather).

West Point – Keller ACH: There was 1 event over the past 12 months that required the MTF to activate its mission-essential capabilities (water main break).

Fort Irwin – Weed ACH: There were no events over the past 12 months that have required the MTF to activate its mission-essential capabilities.

Fort Stewart – Winn ACH: There were no events over the past 12 months that have required the MTF to activate its mission-essential capabilities.

· Q211: Please identify all recurring weekly, monthly, quarterly and annual reports not listed in the summary.

A211: Reports Include: Daily Food Disposition on PPS (PWS 5.7.8.7). Weekly Internal Sanitation Self-Evaluations (PWS 5.7.5.12). Monthly Personnel Hours for DMHRSi (PWS 5.7.8.4). Quarterly Consolidated QC Reports (PWS 5.7.8.9). Quarterly Customer Satisfaction Reports (PWS 5.7.8.6). Semiannual Small Wares Inventory & Receipts (PWS 4.1.2). Please note that Exhibit M is for deliverables that are required for administration/compliance with the contract, rather than the aforementioned reports on the actual services being provided.

Q243: The estimated value of this submittal is $47,000,000. Would you please clarify what is included in that figure. Is this the life of the total managed volume (ie. does this include the Transition Period, Base Period, (2) 12-month options and the 6-month period at the conclusion of the option years?).

A243: The Government assumes this is a reference to the size standard listed in block 10 of the SF 1449. The $47,000,000 is the size standard for the North American Industry Classification Standard (NAICS) 722310, Food Service Contractors, as established by the Small Business Administration. Information on size standards may be found at https://legacy.sba.gov/document/support-table-size-standards.
