About this opportunity
The Naval Facilities Engineering Command seeks custodial services across Naval Station Norfolk, with proposals due September 9, 2026. This is a competitive 8(a) set-aside, restricting competition to 8(a) certified small businesses.
Place of performance is Norfolk, Virginia. The procurement is an IDIQ firm-fixed-price contract covering approximately 4.96 million cleanable square feet across 32 facility locations at Naval Station Norfolk and associated annexes, including regional facilities, command centers, medical facilities, and housing. The base period is 12 months followed by five option periods totaling 66 months, with the fifth option covering six months. Services are performance-based and include recurring custodial work (space cleaning, floor care, restroom services, building perimeter maintenance) at Standard, Prestige, and Service Class B/C levels, performed five or seven days weekly as required, plus non-recurring work available through task order including carpet cleaning, floor stripping and rewaxing, pressure washing, emergency cleaning, mold remediation, and disinfection services.
The incumbent contractor on the prior award (April 20, 2021) received a total contract value of $36.25 million. The contract incorporates a National Service Contract Agreement with the Laborers' International Union of North America, AFL-CIO (effective April 1, 2023 through April 15, 2026), establishing prevailing wage rates ranging from $13.05 to $48.71 per hour depending on occupation, plus health and welfare benefits of $5.55 per hour ($5.09 under EO 13706), eleven paid holidays, and pension contributions to the LIUNA National Industrial Pension Fund. NAICS code 561720, Janitorial Services, applies with a small business size standard of $22 million.
Evaluation uses a Lowest Price Technically Acceptable methodology, weighing Technical/Management Approach, Corporate Experience (minimum $3 million annually for comparable custodial work), Safety (DART rates at or below 2.99 and TCR rates at or below 4.49), and Past Performance. All contractor personnel require Tier 3 security clearances for IT/OT system access and DBIDS enrollment. Contractors must provide Key Personnel including a Project Manager, Quality Manager, Level 1 Site Safety and Health Officer, and Environmental/Energy Manager. Pricing is submitted in Microsoft Excel with two decimal places maximum. Amendment 0015, effective August 31, 2026, extended the due date from September 3 to September 9 and incorporated revised ELINs and Corporate Experience Data Sheet attachments.
