About this file
This is Amendment 0010 to Solicitation N4008526R0065, a Request for Proposal (RFP) for Custodial Services at Naval Station Norfolk, issued by NAVFACSYSCOM Mid-Atlantic on May 26, 2026. The amendment extends the proposal due date from May 27, 2026 to July 9, 2026 at 2:00 PM EST to allow continued pre-proposal inquiry responses and solicitation refinements. The amendment is primarily administrative in nature, providing clarifications on existing contract requirements rather than introducing substantive changes to the scope of work.
The solicitation encompasses custodial services covering various buildings and facilities at Naval Station Norfolk with recurring and non-recurring work components. The contract structure includes a base period with five option periods totaling 66 months, with the fifth option period covering six months. The total contract value for the incumbent is $36,252,822.08 based on the award notice dated April 20, 2021. Key evaluation factors include technical approach and management, corporate experience with contracts valued at $3 million or greater, and price. The RFP incorporates performance-based specifications by reference in Section C Annexes (0100000 General Information, 0200000 Management and Administration, and 1503010 Custodial). The contract requires compliance with a Collective Bargaining Agreement for wage rates and fringe benefits, detailed monthly reporting of work performed and quantities by contract line items, acceptance of Government Purchase Card orders, and reporting of all contractor labor hours through the Enterprise-wide Contractor Manpower Reporting Application (ECMRA) in SAM.gov by October 31 of each calendar year.

Miscellaneous text in this section has been modified to:
Amendment 0010 Pre-Proposal Inquiries
Question 81: At this time, the solicitation only includes the 2023-2026 Collective Bargaining Agreement. However, the solicitation states that the 2026-2029 Collective Bargaining Agreement (CBA-2026-29) shall be used for wage rates and fringe benefits applicable to contract performance, including any modified extension agreements.
The 2026-2029 CBA has not been provided, and the wage rates and fringe benefits applicable to that agreement are not contained in the 2023-2026 CBA. As written, the solicitation requires the use of the current CBA wage rates.
Accordingly, we respectfully request that the Government issue the 2026-2029 CBA and include Addendum A, as these documents contain the wage rates and fringe benefits that must be used to establish compliant labor pricing.
Please advise on when the 2026-2029 CBA and Addendum A will be issued.
If you don't give Addendum A, we need to get the proper Wage Determination Schedule.
Response: There is no 2026-29, that was a number designated by the Department of Labor System.
Question 82: We just received Amendment 9 for Norfolk which changes the due date until May 27th. Is that correct or is it due March 27? If it is correct, can we expect changes to the solicitation itself?
Response: See Amendment 0010.
Question 83: Can you please advise if an extension is being issued for the incumbent contractor since the current expiration date is 3/31/2026 and you are still finalizing proposal submittals.
Response: The government is still responding to pre-proposal inquiries. Please see amendment 0010 for revised proposal due date.
Question 84: I noticed with Amendment 009, the due date for the Naval Station Norfolk Custodial Services, Notice ID N4008526R0065. The due date was extended to May 27, 2026. Please confirm that this is correct versus March 27, 2026.
Response: See Amendment 0010.
Question 85: I'm writing about the above opportunity to get some clarity on the due date. The modification states May 27, 2026. Is this correct or was it meant to be March 27, 2026? I normally wouldn't question but the period of performance seems to be the same.
Response: See Amendment 0010.
Question 86: We are emailing to clarify that the new due date for the Naval Station Norfolk Custodial Services - Solicitation # N4008526R0065 is now May 27, 2026.
Response: See Amendment 0010.
Question 87: What is the current contract value for this service annually?
Response: Per the contract award notice posted on SAM.gov on 20 April 2021, the total contract value is $36,252,822.08.
Question 88: Could you please provide an update regarding the award status for RFP N4008526R0065, Custodial Services at Naval Station Norfolk?
Response: The government is still responding to pre-proposal inquiries. Please see amendment 0010 for revised proposal due date.
Amendment 0008 Pre-Proposal Inquiries
Question 64: FAPIIS - Will the Government please clarify what is expected for the FAPIIS registration since, according to the Department of Defense website:
As of 12/09/2022, FAPIIS.gov is decommissioned. The Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and 2 Code of Federal Regulation (CFR) will still reference "FAPIIS" until they are updated. Currently, federal agencies create Integrity Records in the integrity module of CPARS and these records will be visible as responsibility/qualification records in SAM.gov. Government-entered data comes from the Contractor Performance Assessment Reporting System (CPARS). Vendor-entered data comes from the entity registration in SAM.gov. Responsibility/qualification records entered after April 15, 2011, are available to the public. Integrity Records remain visible for 5 years after the action date per the Federal Acquisition Regulation (FAR) 9.104-6
NOTE: There is a 14-calendar day delay in posting information.
If you are a government official seeking to enter responsibility/qualification records and need to request access from CPARS (www.CPARS.gov), see the following FSD article to find regulatory requirements for federal agencies.
Response: See amendment 0008 Section L, L.5 Content of Proposal (b)(i) Price Submittal Requirements. FAPIIS.gov records are now called Responsibility/Qualifications and are located in SAM.gov.
Question 65: Please clarify the purpose for requiring direct access to our financial institution and point of contact. Specifically, what additional information does the Navy intend to obtain through this release that is not already included in the financial documentation submitted with our proposal?

Question 15: During our review of the Collective Bargaining Agreement (CBA) included in the solicitation, we noted that Addendum A is not included in the provided documents. Addendum A is critical, as it typically contains the defined labor categories and associated hourly wage rates, along with Health & Welfare (H&W), pension, training, vacation, and sick leave provisions. Without Addendum A, it is not possible to accurately price labor or fully validate compliance with the Service Contract Labor Standards and the CBA requirements. To avoid assumptions, pricing risk, or potential non-compliance, we request that CBA Addendum A be provided, or that the Government confirm in writing that Addendum A is not applicable for this solicitation.
Response: See Amendment 0005, section J, revised Attachment J-0200000-02 CBA.
Question 16: We respectfully request clarification regarding the Addendum to the Collective Bargaining Agreement (CBA) referenced in the solicitation, specifically the addendum that contains the applicable wage rates and fringe benefits. Please confirm whether this addendum will be provided to offerors or advise where it may be accessed, as the wages and fringe benefits are not currently available. We are to request this information to ensure proposals are developed in full compliance with the CBA requirements. We previously requested this in our question submission on 1/29/2026.
Response: See Amendment 0005, section J, revised Attachment J-0200000-02 CBA.
Question 17: Can you provide us with Amendment A of the CBA which consist of labor categories and wage rates, I did not see it in the Amendment 0002.
Response: See Amendment 0005, section J, revised Attachment J-0200000-02 CBA.
Question 18: Section B.6 states: "Wage Determination (Service) and Collective Bargaining Agreement (CBA) wages are included in this solicitation.
Refer to Section J, Attachments. Collective Bargaining Agreement shall be used for wage rates and fringe benefits for services set forth in the current Collective Bargaining Agreement and any modified extension agreement(s)."
The CBA provided is incomplete. Can you provide the complete agreement?
Response: See Amendment 0005, section J, revised Attachment J-0200000-02 CBA.

Question Due Date per Section L.3: "at least 10 days before proposals are due".
Could you please confirm whether the rescheduling of the site visit will also extend the question due date and the proposal submission deadline?
Response: Per Amendment 0005, the proposal due date has been extended to 26 February 2026 at 2:00pm EST. In accordance with L.3, all questions must be submitted at least 10 days before proposals are due.
Question 21: The pricing Excel file is labeled "N4008525R2574_J-0200000-09_ELINs_Pricing.xlsx" but the solicitation number is N4008526R0065.

Response: Per Amendment 0001, the correct file is revised J-0200000-09 ELINs.
Question 22: The paragraph states that a list of Government facilities available to the contractor is provided in J-0200000-06; however, it only makes the statement "To be provided by awardee" Please provide a list of Government furnished property materials and services
Response: See Amendment 0005, revised Attachment J-0200000-06 Government Furnished Property, Materials, and Service.
Question 23: Who pay for utilities consumed directly in the performance of services? For example water to mop floors or electric to run a vacuum cleaner

Response: For purposes of this solicitation, a relevant contract is defined per Section M, Evaluation Factors for Award; Factor 2 Corporate Experience; (i) Solicitation Submittal Requirements; Size, Scope and Complexity.
Question 26: Alternatively, would the Government consider corporate experience on contracts valued at less than $3 million acceptable where all SC&P criteria are fully satisfied, including management of recurring services, workforce oversight, quality control, and performance-based execution consistent with this solicitation?
Response: See the Government's response to Amendment 0005, Question 25.

Response: The solicitation is specifically for custodial services only.
Question 28: How does the Frequency 5W or 7W affect the cleaning level of effort?
Response: The cleaning level of effort remains the same.
