This is Amendment 0006 to a solicitation for custodial services issued by Naval Facilities Systems Command Mid-Atlantic. The amendment extends the proposal due date from 26 February 2026 to 19 March 2026 at 2:00 PM EST and incorporates clauses 52.232-2 (Payments under Fixed-Price Research and Development Contracts) and 52.232-3 (Payments under Personal Services Contracts). The amendment also provides pre-proposal inquiry responses addressing financial documentation submission procedures, training requirements, contractor self-performance certification, quality assurance manager requirements, custodial service orders, hazardous material management, cleaning product restrictions, cybersecurity compliance, meeting cadence, office space availability, and laundry services clarification.

Services include recurring cleaning at various frequencies (5 times or 7 times per week) at standard and prestige service levels, plus non-recurring custodial service orders with a $500 liability limit. The contractor must comply with the National Service Contract Agreement and applicable wage determinations, provide qualified personnel including a dedicated Level 1 Site Safety and Health Officer and Quality Manager, submit monthly reporting of work quantities by contract line items, accept Government Purchase Card orders up to specified thresholds, and report all contractor labor hours through the Enterprise-wide Contractor Manpower Reporting Application. Question 15: During our review of the Collective Bargaining Agreement (CBA) included in the solicitation, we noted that Addendum A is not included in the provided documents. Addendum A is critical, as it typically contains the defined labor categories and associated hourly wage rates, along with Health & Welfare (H&W), pension, training, vacation, and sick leave provisions. Without Addendum A, it is not possible to accurately price labor or fully validate compliance with the Service Contract Labor Standards and the CBA requirements. To avoid assumptions, pricing risk, or potential non-compliance, we request that CBA Addendum A be provided, or that the Government confirm in writing that Addendum A is not applicable for this solicitation.

Response: See Amendment 0005, section J, revised Attachment J-0200000-02 CBA.

Question 16: We respectfully request clarification regarding the Addendum to the Collective Bargaining Agreement (CBA) referenced in the solicitation, specifically the addendum that contains the applicable wage rates and fringe benefits. Please confirm whether this addendum will be provided to offerors or advise where it may be accessed, as the wages and fringe benefits are not currently available. We are to request this information to ensure proposals are developed in full compliance with the CBA requirements. We previously requested this in our question submission on 1/29/2026.

Response: See Amendment 0005, section J, revised Attachment J-0200000-02 CBA.

Question 17: Can you provide us with Amendment A of the CBA which consist of labor categories and wage rates, I did not see it in the Amendment 0002.

Response: See Amendment 0005, section J, revised Attachment J-0200000-02 CBA.

Question 18: Section B.6 states: "Wage Determination (Service) and Collective Bargaining Agreement (CBA) wages are included in this solicitation.

Refer to Section J, Attachments. Collective Bargaining Agreement shall be used for wage rates and fringe benefits for services set forth in the current Collective Bargaining Agreement and any modified extension agreement(s)."

The CBA provided is incomplete. Can you provide the complete agreement?

Response: See Amendment 0005, section J, revised Attachment J-0200000-02 CBA.

Question 19: Section L.6, Page 40 Section L.6 states: "The date for the site visit is to be determined." Can you confirm the site visit remains 02/10?

Can you confirm the correct pricing file or clarify if this file should be used despite the number mismatch?

Response: Per Amendment 0001, the correct file is revised J-0200000-09 ELINs.

Question 22: The paragraph states that a list of Government facilities available to the contractor is provided in J-0200000-06; however, it only makes the statement "To be provided by awardee" Please provide a list of Government furnished property materials and services

Response: See Amendment 0005, revised Attachment J-0200000-06 Government Furnished Property, Materials, and Service.

Question 23: Who pay for utilities consumed directly in the performance of services? For example water to mop floors or electric to run a vacuum cleaner

Response: For purposes of this solicitation, a relevant contract is defined per Section M, Evaluation Factors for Award; Factor 2 Corporate Experience; (i) Solicitation Submittal Requirements; Size, Scope and Complexity.

Question 26: Alternatively, would the Government consider corporate experience on contracts valued at less than $3 million acceptable where all SC&P criteria are fully satisfied, including management of recurring services, workforce oversight, quality control, and performance-based execution consistent with this solicitation?

Response: See the Government's response to Amendment 0005, Question 25.

Question 27: Does the corporate experience requirement mandate that the referenced recurring services be specifically janitorial/custodial in nature.

Would the Government consider other recurring service contracts (e.g., IT services or facilities-related services) valued at $3 million or greater, provided they demonstrate similar contract administration, workforce management, and performance-based execution?

Response: The solicitation is specifically for custodial services only.

Question 28: How does the Frequency 5W or 7W affect the cleaning level of effort?

Response: The cleaning level of effort remains the same.

Question 29: Please explain what it means if a building is listed as 7W with "Standard" service level?

Response: Service Level Standards for 7W are performed seven times per week vice one time per week since some facilities are opened seven days a week.

Question 30: Please explain what it means if a building is listed as 5W with "Standard" service level

Response: Service Level Standards 5W are performed five times per week vice one time per week.

Question 31: Please explain what it means if a building is listed as 7W with "Prestige" service level

Question 33: Section J, Page 31 (Attachment J-1503010-09 Inventory); Section C, 1503010 C - Custodial. Section J, Page 31 references:

"N4008526R0065 Section J-1503010-09 Inventory" Additional reference: Section C addresses the Performance Work Statement for custodial services including building specifications. Is the gross square feet provided considered gross or cleanable? If it is gross square feet, can you provide the cleanable square footage?

Response: The measurements in Section J, Attachment J-1503010-09 Inventory are for cleanable areas.

Question 34: Section C, Performance Work Statement - Custodial Services, Page 8. Section C, Page 8 references the performance-based specifications for custodial services, including requirements for "all labor, management, supervision, tools, materials and equipment required to perform scheduled custodial services." Are vehicles required?

Response: Custodial services are located at various building. The Offeror needs to determine how they will transit to the various building to perform the required services.

Question 35: Can you provide the current number of FTE?

Response: The Government does not dictate or determine the methodology for how an offeror should develop their work force. Offerors should develop their work force based on the requirements outlined in the solicitation documents, including the Performance Work Statement (PWS). The PWS provides the necessary details regarding the scope of services required, which should serve as the basis for your FTEs.

Question 36: Section B.11, Page 3; Section B.22, Page 5; Attachment J-0200000-09 Section B.11 addresses Contract Line Items and Contract Exhibit Line Items pricing requirements.

Section B.22 states: "Attachment J-0200000-09 (Exhibits A through F). Pricing shall only go two decimal places."

Pricing Matrix - Non Recurring Work has a field for "Material Costs" with a unit price of $1.00. Are we to leave the quote at $1?

Response: Per Attachment J-0200000-09 ELINs, the Government has preset the unit price and extended total for the material cost line item.

The material price is negotiated by the KO as needed.

Question 37: Section B, Contract Term (Page 3); Section B.8; Attachment J-0200000-09 (Exhibits A-F) Section B.8 states: "This contract contains provisions for a Base Period with five (5) Option Periods, not to exceed a total of sixty (66) months." The pricing file structure shows 12-month quantities for Option 5, creating ambiguity regarding the 6-month pricing requirement.

The solicitation states that "The 5th Option shall include a continuation of services for all inventory covered by this contract for a six-month period and shall be priced for six months similar to the Base and the previous Options to cover the scheduled work." However, the pricing file (Attachment J- 0200000-09) shows Option 5 with 12 months of quantities (Quantity = 12 MO for recurring work) and the same structure as all other option years with no indication of 6-month pricing.

Should offerors:

(a) Price each monthly line item at 50% of the annual rate?

(b) Keep monthly pricing the same but only for 6 months?

(c) Price for 12 months but understand only 6 months will be ordered?

(d) Use a different pricing methodology altogether?

Response: See Amendment 0001, the correct file is revised J-0200000-09 ELINs.

Question 38: Paragraph 3.2 references Custodial Service Orders. Can the Government provide the estimated annual dollar value associated with these Custodial Service Orders?

Response: The Government does not dictate or determine the methodology for how an offeror should develop their cost estimate. Offerors should develop their own estimates based on the requirements outlined in the solicitation documents, including the Performance Work Statement (PWS). The PWS provides the necessary details regarding the scope of services required, which should serve as the basis for your estimate. A proposal should reflect your firm's technical approach and pricing strategy to meet the Government's requirements.

Question 39: For planning and estimating purposes, can the Government provide the estimated annual quantity or number of Custodial Service Orders referenced in Paragraph 3.2?

Response: See the Government's response to Amendment 0005, Question 38.
