B.6 Wage Determination (Service) and Collective Bargaining Agreement (CBA) wages are included in this solicitation. Refer to Section J, Attachments.
Collective Bargaining Agreement (CBA-2026-29) shall be used for wage rates and fringe benefits for services set forth in the current Collective Bargaining Agreement and any modified extension agreement(s).
Service Contract Labor Standards, formerly SCA (Wage Determination No. 2015-4341) shall be used for wage rates and fringe benefits for FSC services that are not covered in the current CBA.
The Service Contract Labor Standards Wage Determination incorporated in Section J is for the Base Year performance period only. The latest Wage Determination available at the time each option is exercise will be incorporated into the contract. Unit prices will ONLY be adjusted for the Service Contract Labor Standards wage increases in accordance with FAR Clauses 52.222-43, Fair Labor Standards Act. The contractor warrants, by submission of his proposal, that the price does not include any contingency for future Service Contract Act related wage increases.
B.7 Bid Guarantee/Bonding Requirements: NOT REQUIRED for this procurement.
B.8 Contract Term: This contract contains provisions for a Base Period with five (5) Option Periods, not to exceed a total of sixty (66) months. The Government has the option to extend the term of the contract in accordance with Section I, Contract Clauses, 52.217-9, Option to Extend the Term of the Contract-Services (Mar 2000). In the option periods, the Government will adjust the prices, if applicable, based on the new Department of Labor Wage Determination.
B.9 Period of Performance: The period of performance will be determined at the time of award.
B.10 Evaluation of Proposal: Proposers shall submit a lump sum price for Section B, CLINs 0001 through 0012 and unit prices to only 2 decimal places for Exhibit A through Exhibit F, referenced in Section J. For purposes of evaluating offers for award, the Government will utilize the pricing submitted for the base year and all option periods. Refer to Section M, FAR 52.217-5, Evaluation of Options (JUL 1990).
B.11 Contract Line Items and Contract Exhibit Line Items
a. Proposers shall enter unit prices and amounts for Contract Line Items (CLINs) and Contract Exhibit line items (ELINs) as indicated in the schedules and accompanying exhibits.
b. In the event there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended bid and the total of the CLIN, the ELIN will be recomputed accordingly. The CLIN will also be recomputed to take into account the change in the contract ELINs. If the offeror provides a total amount for an ELIN, but fails to enter the unit price, the total amount divided by the ELIN quantity will be held to be the intended unit price.
c. The Schedule of Recurring Work (CLIN 0001, 0003, 0005, 0007, 0009 and 0011) and the Schedule of Non-Recurring Work (CLIN 0002, 0004, 0006, 0008, 0010 and 0012) will be used as the basis for deductions in accordance with FAR Clause 52.246-4, Inspection of Services - Fixed Price, Section E.
B.12 Indefinite Quantity Individual Contract Line Item Quantities
The overall maximum dollar value/overall maximum not-to-exceed (NTE) amount of the contract is the total dollar value of the recurring services and non-recurring services for all CLINS for the base period and all option periods. Once the estimated quantities for individual line items shown in the Schedule have been ordered, additional quantities may be ordered as long as the overall NTE amount of the contract is not exceeded and the
Contractor agrees by signing the task order. The overall NTE amount shall not be exceeded except as may be provided by formal modification to the contract.
B.13 Unit Prices For Labor
a. A portion of the work included in the scope of this contract cannot be identified in advance in sufficient detail to be as a Unit Price Task in this contract. Labor for this work will be ordered and paid for based on unit prices for labor proposed by the Contractor listed in the Schedule of Non- Recurring Quantity Work. This contract includes the requirement for a Service Contract Act composite rate.
b. Estimated hours in the Schedule of Non-Recurring Quantity Work are a forecast of future requirements. These estimated hours are for performing "Non-Recurring Quantity Work" accomplished in the time period shown.
c. The Contractor shall enter, in the above described unit price proposal spaces, the unit price for performing composite labor, respectively. The composite labor prices shall include all direct and indirect costs associated with performing an hour of work under that ELIN. The composite labor price should be the Contractor's hourly craft wage adjusted to allow for the offerors work force productivity (i.e., the Contractor's estimate of how its' work force will perform in relation to the Means Facilities Cost Data and/or the Engineered Performance Standards). The Composite Labor Rate shall include all costs for preparation of the cost proposal, job preparation, travel, pre- expended bin materials and supplies, ordering and stockpiling job material, additional material handling, items of equipment necessary to perform work (I.e. bucket truck, lifting equipment, staging, etc.), profit, tools, equipment, field and home office overhead, clerical support, supervision, inspection, fees, taxes, licenses, bonds, permits, insurance, etc.
B.14 Period of Performance - Less than One Year
Offer shall be submitted with the assumption that the performance of work during the base year will be for a period of one year. The contractor is cautioned to recognize that the initial term of the contract may be for a period of less than one year in accordance with the "Term of Contract" clause in Section F. In the event that the period of performance is less than one year, the Government will reduce the individual line item quantities to reflect work remaining in the contract term and no other adjustments to the pro-rated contract price will be made.
B.15 Government Purchase Card
Non-Recurring quantity work may be ordered at the prices offered by two ways: 1) by the issuing activity using a DD Form 1155 "Order for Supplies and Services"; 2) by an authorized Government user via a Government Purchase Card (GPC). When receiving GPC orders against Section B, the contractor shall provide the supplies and services at the offered price without additional markup or handling fee.
B.16 Contractor Support of Electronic Facilities Support Contracting (e-FSC)
This procurement allows for the use of FEDMALL for issuing non-recurring work orders. Refer to Section H, Special Contract Requirement. The contractor is required to be fully registered and able to accept non-recurring work orders through FEDMALL within 30 days of the base period of performance start date.
B.17 Incorporation of Technical Proposal
a. The Contractor's technical proposal, including revisions and amendments made prior to contract award and a copy of which is in the possession of both parties, will be incorporated into this contract upon award by reference with the same force and effect as if set forth in full text. All contractor personnel shall meet or exceed the qualification standards, experience levels, and trade backgrounds set forth in the technical proposal.
b. In the event of an inconsistency between the provisions of this contract and the technical proposal, the inconsistency shall be resolved by giving precedence in the following order: (i) the contract (excluding the technical proposal), and then (ii) the technical proposal.

Amendment 0011 Pre-Proposal Inquiries
Question 89: How many square feet are available for main storage (bulk equipment/supplies)?
Response: See Section C Annex 020000 Spec Item 2.4.1 and Section J Attachment J-0200000-06.
Question 90: During review of the document it was noted that there were a few buildings that were duplicated on multiple tabs and it is unclear if it was a mistake or if there are a couple of identical buildings on site. The duplicated buildings in question are Z-138 which exists in Rgn Norfolk and SWOS, and then S-29 and N-19 which both exist in Rgn Norfolk and MSC tabs.
Response: See revised Section J, Attachment J-1503010-09.
Question 91: If the government can provide the count of fixtures per bathroom it would allow for a more refined pricing model. Do you have this information available?
Response: The Government does not maintain an account of total fixtures in bathrooms. However, the inventory provides square footage of the bathroom.
Question 92: Some tasks had the 5W or the 7W indicators blank. Can we assume that these are 5W items since there is nothing specific on the Q or S Areas tab?
Response: See revised Section J, Attachment J-1503010-09.
Question 93: May we request a picture of the "courage breakroom" and pictures of Terrazzo or special care floors?
Response: The Government cannot provide pictures of the facilities. This is a performance-based contract; therefore, the Contractor's expertise and knowledge should be used to perform the service requirements as detailed in the PWS.
Question 94: For PWS Spec Item: 3.1.1.6 (Exterior Window Cleaning) requires exterior window cleaning services. Will the government provide the exterior window count per building. Can the government identify those buildings with roof anchors and identify roof access restrictions.
Response: The Government does not maintain an account of total windows.
Question 95: The original solicitation provided several service level tables (J-1503010-03 Service Level Standards, ...10-04 Service Classes, ...10-05 Mandated Service Classes for Hospitals and Clinics, ...10-06 Mandated Service Classes for Child Youth Program Facilities). Amendment 0005 provided a new table for J-1503010-03 only. Does that mean the other tables (-04, -05, -06) still apply as provided in the original solicitation?
Response: See revised Section J, Attachment J-1503010-09.
Question 96: The CBA provided in Amendment 0005 shows a shift differential in pay, and J-0200000 section 2.2.1 states that "Work in certain annexes or sub-annexes require Contractor continuous operations, 24 hours a day, every day of the year including holidays" and the Service Level documents indicate "S" for per shift. Please specify which "annexes or sub-annexes" require continuous operation so the Contractor can apply the shift differential only to those areas where appropriate.
Response: See revised Section J, Attachment J-1503010-09.
Question 97: Can the Government specify what Permits and Licenses are required to meet the standards for Custodial Services contract? Would both members of a Joint Venture be required to submit Permits and Licenses separately?

Response: See revised Section J, Attachment J-1503010-09.
Question 102: Work hours / after-hours / 24x7 needs: Please confirm which facilities (or ELINs) require 24/7/365 coverage (including holidays), and confirm the process for authorization of work outside Government regular working hours.
Response: See revised Section J, Attachment J-1503010-09.
Question 103: Floor plans and controlled references: Since certain information (e.g., floor plans/maps/post orders/SOPs) is provided after award, can the Government provide additional pre-award clarification datasets (e.g., building rollups, secure-area lists, restroom counts) to validate inventory assumptions?
Response: See revised Section J, Attachment J-1503010-09.

Question 110: N4008525R2574_J_1503010_Attachments: pages show the frequencies for "Standard", "Prestige", "SC-B", etc. cleaning of various areas.
a. Most of the areas are not listed to be cleaned daily. For instance, most carpeted and resilient or ceramic tile areas are shown as "5W" in the inventory file, but the table shows Standard required vacuuming carpets and sweeping tiles as only "M" (Monthly). How does the "5W" or the "7W" from the inventory file apply to these areas?
b. Which takes precedence, the "5W" or "7W" from the inventory file, or the frequencies listed in the tables for Standard, Prestige, SC-B, etc.?
Response: See revised Section J, Attachment J-1503010-09.
Question 111: Please provide the exterior square footage of the building perimeter(s) for which the contractor will be responsible.
Response: The Government does not maintain an account of the exterior square footage of the building perimeter(s).
Question 112: We respectfully request that question 35 be answered. The current response does not answer the question. We understand that the offeror should develop their own work force based on the solicitation. However, with a CBA requirement, the current number of FTEs (and their seniority) is an important factor for reasons other than developing workforce requirements. It is important in developing a recruitment strategy, vacation costs/requirements, and retention of existing employees (required by CBA). For example, if our workforce estimate is significantly lower than the current FTEs, the union will not allow any new hires and require that employees with the most seniority be retained. If the new staffing number is higher, it may require extensive local hiring. Union employees are not subject to probationary periods and additional time must be alloted to corrective disciplinary actions. The mix between existing employees and new hires has cost implications. This information is definitely available and could be important in developing a comprehensive strategy. The government has made it clear that this information should not be used to develop the new FTE strategy, but it should still be provided for the other reasons stated. Thank you.
Response: The Government's position remains unchanged. As stated in a previous response, the requested information regarding the current number of FTEs and their seniority will not be provided. Offerors are responsible for developing their own independent staffing approach, recruitment strategy, and cost estimates based on the performance requirements outlined in the solicitation and the terms of the provided Collective Bargaining Agreement (CBA).
Question 113: How many restrooms are included, and what is their total square footage?
Response: See revised Section J, Attachment J-1503010-09.
Question 114: Would you kindly advise if the updated CBA or amendments to the CBA with the 2026 and beyond wages will be provided soon?
Response: See Amendment 0002, Section J, Attachment J-020000-02 CBA Page 18.
Amendment 0010 Pre-Proposal Inquiries
Question 81: At this time, the solicitation only includes the 2023-2026 Collective Bargaining Agreement. However, the solicitation states that the 2026-2029 Collective Bargaining Agreement (CBA-2026-29) shall be used for wage rates and fringe benefits applicable to contract performance, including any modified extension agreements.
The 2026-2029 CBA has not been provided, and the wage rates and fringe benefits applicable to that agreement are not contained in the 2023-2026 CBA. As written, the solicitation requires the use of the current CBA wage rates.
Accordingly, we respectfully request that the Government issue the 2026-2029 CBA and include Addendum A, as these documents contain the wage rates and fringe benefits that must be used to establish compliant labor pricing.
Please advise on when the 2026-2029 CBA and Addendum A will be issued.
If you don't give Addendum A, we need to get the proper Wage Determination Schedule.
Response: There is no 2026-29, that was a number designated by the Department of Labor System.
Question 82: We just received Amendment 9 for Norfolk which changes the due date until May 27th. Is that correct or is it due March 27? If it is correct, can we expect changes to the solicitation itself?
Response: See Amendment 0010.
Question 83: Can you please advise if an extension is being issued for the incumbent contractor since the current expiration date is 3/31/2026 and you are still finalizing proposal submittals.
Response: The government is still responding to pre-proposal inquiries. Please see amendment 0010 for revised proposal due date.
Question 84: I noticed with Amendment 009, the due date for the Naval Station Norfolk Custodial Services, Notice ID N4008526R0065. The due date was extended to May 27, 2026. Please confirm that this is correct versus March 27, 2026.
Response: See Amendment 0010.
Question 85: I'm writing about the above opportunity to get some clarity on the due date. The modification states May 27, 2026. Is this correct or was it meant to be March 27, 2026? I normally wouldn't question but the period of performance seems to be the same.
Response: See Amendment 0010.
Question 86: We are emailing to clarify that the new due date for the Naval Station Norfolk Custodial Services - Solicitation # N4008526R0065 is now May 27, 2026.
Response: See Amendment 0010.
Question 87: What is the current contract value for this service annually?
Response: Per the contract award notice posted on SAM.gov on 20 April 2021, the total contract value is $36,252,822.08.
Question 88: Could you please provide an update regarding the award status for RFP N4008526R0065, Custodial Services at Naval Station Norfolk?
Response: The government is still responding to pre-proposal inquiries. Please see amendment 0010 for revised proposal due date.
Amendment 0008 Pre-Proposal Inquiries
Question 64: FAPIIS - Will the Government please clarify what is expected for the FAPIIS registration since, according to the Department of Defense website:
As of 12/09/2022, FAPIIS.gov is decommissioned. The Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and 2 Code of Federal Regulation (CFR) will still reference "FAPIIS" until they are updated. Currently, federal agencies create Integrity Records in the integrity module of CPARS and these records will be visible as responsibility/qualification records in SAM.gov.
