About this file

This is Amendment 0015 to Solicitation N4008526R0065 for Custodial Services at Naval Station Norfolk, issued by NAVFACSYSCOM Mid-Atlantic on August 31, 2026, with an effective date of August 31, 2026. The amendment extends the response due date from September 3, 2026, to September 9, 2026, at 2:00 PM EST. The amendment incorporates a revised Section J-0200000000 Management and Administration with updated attachments J-0200000-09 (ELINs) and J-0200000-12 (Corporate Experience Data Sheet), and revises Section M.2 Evaluation Factors to include pre-proposal inquiries and responses related to ELIN workbook corrections and non-recurring work (NRW) estimated quantities. The base period is 12 months with five optional periods, totaling up to 66 months, covering approximately 4.96 million square feet across 32 facility locations at Naval Station Norfolk and associated annexes.

The contract requires comprehensive custodial services including recurring and non-recurring work across multiple service levels (Standard, Prestige, and Service Class B) performed at various frequencies (5-day and 7-day weekly schedules). Pricing is submitted via Microsoft Excel workbook with two decimal places maximum, covering base year and option years with unit pricing for both recurring and non-recurring line items. Award will be made to the lowest price technically acceptable proposal using a Lowest Price Technically Acceptable (LPTA) evaluation methodology with non-price factors including Technical/Management Approach, Corporate Experience (minimum $3 million annually for comparable custodial work), Safety (DART rates at or below 2.99 and TCR rates at or below 4.49), and Past Performance. The Government will not charge contractors for utilities consumed during performance, and the contract incorporates Collective Bargaining Agreement wage rates and Service Contract Act requirements with specified safety certifications, Quality Management System requirements, and a 30-day phase-in transition period.

Section C - Description/Specifications/Statement of Work

Miscellaneous text in this section has been modified to:

Amendment 0015 Pre-Proposal Inquiries

Question 140: During our review of the Amendment 0014 revised ELIN workbook, we noted that the 5th Option Period Regional Norfolk ELINs appear to contain a duplicate/misnumbered sub-ELIN.

The workbook currently shows:

F001AD - Service Class B F001AD - Mandated Services for Child Youth Program Facilities F001AE - Mandated Services for Child Youth Program Facilities (7D)

Please confirm whether the intended numbering should be:

F001AD - Service Class B F001AE - Mandated Services for Child Youth Program Facilities F001AF - Mandated Services for Child Youth Program Facilities (7D)

Response: See Amendment 15, revised Section J, Attachment J-0200000-09 ELINs.

Question 141: Attachment J-0200000-09 ELINs, Summary Tab.

The Summary tab of the Amendment 0013 ELIN workbook contained formulas in cells B6 through C14 that totaled the Recurring and Non-Recurring Work prices from each of the twelve individual ELIN tabs into Base, Option 1 through Option 5, and Total Aggregated figures. In the Amendment 0014 revised ELIN workbook, these fourteen formula cells are blank.

Additionally, the Total Price formula previously located at cell P188 of the ELIN 0011, 5th Option Period Recurring Work tab, which the Summary tab formula referenced, is also blank in Amendment 0014.

Please confirm whether the Government intends for offerors to rebuild these summary and subtotal formulas independently, or whether a corrected version of the Summary tab and the ELIN 0011 subtotal will be issued in a subsequent amendment.

Response: See Amendment 15, revised Section J, Attachment J-0200000-09 ELINs.

Question 142: In the revised Section J attachment, the estimated quantities for Non-Recurring Work (NRW) were updated.

However, Option Period 5 reflects estimated quantities for a full year, while the period of performance appears to cover only six months

Please confirm whether the Option Period 5 NRW estimated quantities should be revised to reflect six months rather than a full year.

Response: See Amendment 15, revised Section J, Attachment J-0200000-09 ELINs.

Amendment 0014 Pre-Proposal Inquiries

Question 135: Amendment 0013 includes ELIN A003AB (CNAL Controlled Access Processing) for the Base Period; this ELIN shows a total of 73,128 SF in the revised inventory file. However, ELIN A003AB is NOT included in the option years' pricing tabs (ELIN 0003 - 1st Opt Period RW, ELIN 0005 - 2nd Opt Period RW, ELIN 0007 - 3rd Opt Period RW, ELIN 0009 - 4th Opt Period RW, ELIN 0011 - 5th Opt Period RW).

Is the contractor to price this space (73,128 SF) to be cleaned ONLY in the base year, or are we to include this pricing line in all the option years' pricing tabs as well?

Response: Per Section C, Annex 0200000 - Management and Administration, Spec Item 2.8.7, Access into CNAL buildings is controlled and requires custodial personnel to meet the security requirements. As such, ELIN A003AB (CNAL Controlled Access Processing) is only required on the Base Year.

Question 136: While reviewing the Amendment 0013 ELINs, we noted that the Non-Recurring Work (NRW) tabs do not include estimated quantities for the individual services. Please clarify whether estimated quantities will be provided for these items.

Response: See Amendment 14, revised Section J, Attachment J-0200000-09 ELINs.

Question 137: would the Government consider requiring unit pricing only for NRW services, rather than the detailed cost breakdown currently requested? Since NRW is performed on an as-needed basis, unit pricing would provide a clear basis for pricing work when ordered.

Response: See Amendment 14, revised Section J, Attachment J-0200000-09 ELINs. All pricing is required.

Question 138: We identified two ELINs that do not appear to have corresponding service-class square footage in the Amendment 0013 Inventory:

A001AF - Regional Norfolk: Mandated Services for Child Youth Program Facilities (7D) A003AB - CNAL: Controlled Access Processing

Please clarify the applicable inventory locations/square footage for these ELINs, or confirm that no square footage is associated with these services.

Response: See Amendment 13, revised Section J, Attachment J-1503010-09 Inventory. Reminder, fully expand the rows on the spreadsheet by clicking the plus symbol on the left side to the view the document and its entirety.

Question 139: I have not seen an updated Period of Performance since the RFP has continually moved to the right since the original 4/01/26 start date. Will the Base Year still be 12 months?

Response: Per Section J, Attachment J-0200000-09 ELINs, the base year remains 12 months. The updated Period of Performance will be reflected on the award.

Amendment 0013 Pre-Proposal Inquiries

Question 125: On the RGN Norfolk Tab of the new inventory attachment for AMD 11, there is a client listed as Admin/Shop /HELO Trng (Rows 4887 and 4888). Row 4887 shows a Bldg Number of SP233 and Row 4888 shows a Bldg number of SP133 reflecting the same square Footage. One item looks like a Total row and neither of them have the Room Type or Floor Type.

Can the Government please provide the correct Bldg number, Room Type, and Floor Type for this/these line items?

Response: See Amendment 13, revised Section J, Attachment J-1503010-09 Inventory. Reminder, fully expand the rows on the spreadsheet by clicking the plus symbol to the view the document in its entirety.

Question 126: On the RGN Nor off Base Tab of the new inventory attachment for AMD 11, there is a Client listed as FIRE TRAINING (Rows 2013-2045) in Bldgs SDA309 and SDA310. Under these two Bldgs there are nine items that have dual cleaning types of Standard and CYS (Standard) on the same line (rows 2022, 2024, 2025, 2028, 2033, 2034, 2035, 2042, 2043).

Can the Government confirm these are the correct cleaning types split across different SF areas in the same Bldg and is this actually a CYS Facility?

Response: See Amendment 13, revised Section J, Attachment J-1503010-09 Inventory.

Question 127: After full review of the inventory (AMD 11), there is no CLIN available on the ELIN sheet for these items:

- Class B service for the RGN Norfolk of 46,978 SF in CNIC Bldg MB-100

- Class B service for the DDC,DDNV(DLA) of 8,380 SF in Bldg W 143 C

- Standard (7 W) service for the NSWCDL of 187 SF in Bldg X132 Restroom Can the Government please clarify if these items in the inventory are not identified correctly, if an ELIN needs to be manually added to the ELIN list, or can an amendment be made to add the ELINs necessary to capture all items in the inventory?

Response: See Amendment 13, revised Section J, Attachment J-0200000-09 ELINs.

Question 128: The new ELIN worksheet (AMD 11) now lists columns for Spec Item 1, 2, & 3. Can we assume the definitions of each of these Spec Items comes from Section C - 1503010? If Spec Item 2 is Management and Administration, and Spec Item 3 is Recurring Work (Custodial), what is included in Spec Item 1 under General Information?

Response: See Amendment 13, revised Section J, Attachment J-0200000-09 ELINs. Spec item 1 contains general information that is applicable to all annexes.

Question 129: Amendment 0011/0012 removed ELIN A001AD Service Class B for Regional Norfolk. This service class currently shows a total of 46,978 SF in inventory. Is the contractor to eliminate these areas from cleaning, or is the contractor to shift this square footage to another cleaning level - if so, which "new" cleaning level?

Response: See Amendment 13, revised Section J, Attachment J-0200000-09 ELINs.

Question 130: Amendment 0011/0012 removed ELIN A006AB Service Class B for DDC, DDNV (DLA) and replaced it with ELIN A007. This service class currently shows a total of 8,380 SF in inventory. Is the contractor to eliminate these areas from cleaning, or is the contractor to shift this square footage to another cleaning level - if so, which "new" cleaning level?

Response: See Amendment 13, revised Section J, Attachment J-0200000-09 ELINs.

Question 131: While preparing our pricing, we identified what appears to be a discrepancy between the Inventory and ELIN pricing documents. Specifically, the Inventory workbook (Tab: "RGN Norfolk") includes a column for SC-B (Service Class B).

However, the corresponding ELIN A001 - Regional Norfolk pricing schedule does not include a separate Sub-ELIN or pricing line item for SC-B services.

Could the Government please clarify whether:

1. SC-B services are applicable to Regional Norfolk under ELIN A001; and

2. If applicable, under which Sub-ELIN should SC-B services be priced, or whether SC-B square footage should instead be included within another service class (e.g., Standard Service).

Response: See Amendment 13, revised Section J, Attachment J-0200000-09 ELINs.

Question 132: Section L.6 states that the date for the site visit is to be determined, and a redacted Site Visit Sign-In Sheet is posted to the solicitation.

Please confirm the following in writing:

1. Is attendance at a site visit mandatory, or otherwise a condition of eligibility to submit a proposal or to receive award.

2. Is any further site visit or base access opportunity planned before the 27 August 2026 proposal due date, and if so, what are the date, time, location, and registration or base access steps.

3. If an offeror did not attend a prior site visit, does that affect the acceptability of its proposal.

Response: Per Amendment 0002, site visit information was updated.

1. Site visit attendance is not mandatory.

2. No further site visit will be conducted.

3. Not attending a prior site visit does not affect proposal acceptability.

Question 133: Wage basis and base-year price adjustment given the extended schedule. CBA Addendum A rates are effective 4/1 /2025 and the CBA expires 4/15/2026. B.6 incorporates the SCA Wage Determination for the base year only and provides price adjustment for option years under FAR 52.222-43, with no contingency for future SCA increases permitted. With the proposal due date now 09 July 2026, the original 01 April 2026 start is no longer achievable; the base year will begin after the CBA has expired and presumably been renegotiated.

Please: (1) confirm the specific wage rates and fringe (current Addendum A and WD 2015-4341) to which offerors shall price the base year and all option years with zero escalation; and

(2) clarify how a successor CBA or new wage determination effective before/at base-year start will be addressed, since 52.222- 43 adjustments apply to option periods -- i.e., will the base year be conformed/adjusted, or does the offeror bear the risk of CBA changes before base-year start?

Response:

(1) Per Section J, Attachment J-0200000-02 CBA 2026-29 Rev 1, states the CBA shall continue in effect from year to year thereafter, unless written notice is given by Union or Employers (90) days prior to the expiration date of its desire to modify, amend or terminate this agreement.

(2) See Amendment 0012 for updated section J, Attachment J-0200000-02 Wage Determination.

Question 134: Order limitations and guaranteed minimum. Section B states "Allowed Per Order -- Minimum: 1.00 Dollars, Maximum: 1.00 Dollars" and "Government Minimum/Maximum to Order -- Minimum: 1.00 Dollars, Maximum: 1.00 Dollars," which appear to be unpopulated placeholders and conflict with FAR 52.216-19 (minimum order $2,500; maximum single item $10,000; maximum combination $40,000). They also create ambiguity with the IDIQ guaranteed minimum, which B.3 identifies as the recurring base-year price.

Please confirm:

(a) the controlling minimum and maximum order limitations, and

(b) the guaranteed contract minimum the Government is obligated to order (the $1.00 figure or the recurring base-year price), as these affect non-recurring task sizing and offeror risk.

Response:

(a): The controlling minimum and maximum order limitations will be populated upon award of the contract based on the awardee's proposal.

(b): Per Section B.3 the minimum guarantee of base year recurring work is the preset amount of services that the government legally promises to order and pay for under this IDIQ contract.

Amendment 0012 Pre-Proposal Inquiries

Question 115: Dust Free spaces: Please provide a list of Dust Free areas and confirm the required equipment approval process (including timeline and any documentation/certifications needed for KO approval).

Response: See Amendment 12, revised Section J, Attachment J-1503010-09

Question 116: How much office space (if any) will the Government furnish for contractor use?

Please provide location(s) and square footage.

Response: See Amendment 12, revised Section J, Attachment J-1503010-09.

Question 117: Are employee break areas provided separately within each serviced building, or are they consolidated into a single building?

Please identify the number and location of designated break/lunch rooms by building, or confirm a centralized arrangement, and note any access or time of day restrictions that could affect service.

Response: See Amendment 12, revised Section J, Attachment J-1503010-09, for break room locations.

Question 118: There is another requirement for Custodial Services at NAS Norfolk specifically for Building W143 solicitated under N0018926RL018. In reviewing Solicitation N4008526R0065, the revised Attachment J -1503010-09 Inventory under the FLC tab line 120 through 440 are included in the file which is for Building W143. Is it the Government intent to remove this building from the inventory or should offers include pricing for Building W143?

Response: Offers should include pricing for building W143.

Question 119: Will the government provide the redacted seniority list for the Collective Bargaining Agreement so that all contractors bid vacation on a level playing field or can the government specify an assumed average seniority that all pricing models can utilize?

Response: See Amendment 12, revised Section J-020000014 Seniority List.

Question 120: Will the Government please provide the Seniority List?

Response: See Amendment 12, revised Section J-020000014 Seniority List.

Question 121: We respectfully request clarification regarding eligibility for this procurement.

How will the Government address eligibility for offerors whose SBA 8(a) program status has changed or expired prior to contract award?

Additionally, does the Government anticipate any revisions to the solicitation as a result of such changes?

Response: Under SBA Regulations and FAR 13. CFR Part 124, your 8a certification must be active at the exact time you submit your initial offer. If the proposal due date was extended via an amendment, your certification must be active on or before that newly established due date and time.

Question 122: OY5 recurring pricing. NOTE 1 on the SUMMARY tab states the 5th Option Period covers six months and "shall be priced for six months," and the non-recurring 5th Option tab (F700-F734) shows quantities reduced ~50%. However, the recurring 5th Option tab (F001-F033) still shows "12 MO" per line item, identical to the other periods. The response to Amendment 0005, Question 37 referred offerors to the Amendment 0001 revised ELINs file but did not state how the recurring 5th Option Period is to be priced.

Please confirm:

(a) keep the same monthly unit price but change quantity to 6 MO; (b) retain 12 MO and enter unit prices reflecting six months; or (c) another methodology (specify) -- or revise the recurring 5th Option tab quantities to reflect the six-month period.

Response: See Amendment 12, Revised Section J, Attachment J-0200000-09 ELINs.

Question 123: Undefined / broken line item (ELIN x731). In every non-recurring tab, ELIN x731 is populated entirely by external-reference formulas (e.g., ='[1]3rd Opt Period Non-Recurring'!B42) with no product name, description, estimated quantity, or unit of issue; the 5th Option F731 quantity cell contains a stray value of 2,307,327, and the x733 product-name cell is a broken reference (=B43). Because x731 falls within the priced range (700-734) but cannot be priced as published, please either (a) provide the product name, description, estimated quantity, and unit of issue for ELIN x731 across all six periods, or (b) confirm ELIN x731 is deleted and not required to be priced. Please also correct the x733 product-name cell and confirm x732/x733 are the Unit-Priced Labor (and BSVE) lines.

Response: See Amendment 12, Revised Section J, attachment J-0200000-09 ELINs.

Question 124: Custodial Service Order pricing and deduction basis (optional). Spec Item 3.2 makes Custodial Service Orders part of recurring work with a $500 per-order limit of liability, and provides that an end-of-period modification will deduct for CSOs not issued and incomplete CSOs "based on the unit prices specified in Attachment J-0200000-09 ELINs." There is no discrete CSO line in the recurring schedule (001-033 are per-client service-level lines), and the Government has declined to provide CSO volume (Questions 38/39/48). Please clarify how offerors are to reflect the CSO obligation in the recurring price and confirm which unit prices form the basis for end-of-period deductions, so the recurring price and deduction mechanism are applied consistently.

Response: See Amendment 12, Revised Section J-0200000-09 ELINs.

Amendment 0011 Pre-Proposal Inquiries

Question 89: How many square feet are available for main storage (bulk equipment/supplies)?

Response: See Section C Annex 020000 Spec Item 2.4.1 and Section J Attachment J-0200000-06.

Question 90: During review of the document it was noted that there were a few buildings that were duplicated on multiple tabs and it is unclear if it was a mistake or if there are a couple of identical buildings on site. The duplicated buildings in question are Z-138 which exists in Rgn Norfolk and SWOS, and then S-29 and N-19 which both exist in Rgn Norfolk and MSC tabs.

Response: See revised Section J, Attachment J-1503010-09.

Question 91: If the government can provide the count of fixtures per bathroom it would allow for a more refined pricing model. Do you have this information available?

Response: The Government does not maintain an account of total fixtures in bathrooms. However, the inventory provides square footage of the bathroom.

Question 92: Some tasks had the 5W or the 7W indicators blank. Can we assume that these are 5W items since there is nothing specific on the Q or S Areas tab?

Response: See revised Section J, Attachment J-1503010-09.

Question 93: May we request a picture of the "courage breakroom" and pictures of Terrazzo or special care floors?

Response: The Government cannot provide pictures of the facilities. This is a performance-based contract; therefore, the Contractor's expertise and knowledge should be used to perform the service requirements as detailed in the PWS.

Question 94: For PWS Spec Item: 3.1.1.6 (Exterior Window Cleaning) requires exterior window cleaning services. Will the government provide the exterior window count per building. Can the government identify those buildings with roof anchors and identify roof access restrictions.

Response: The Government does not maintain an account of total windows.

Question 95: The original solicitation provided several service level tables (J-1503010-03 Service Level Standards, ...10-04 Service Classes, ...10-05 Mandated Service Classes for Hospitals and Clinics, ...10-06 Mandated Service Classes for Child Youth Program Facilities). Amendment 0005 provided a new table for J-1503010-03 only. Does that mean the other tables (-04, -05, -06) still apply as provided in the original solicitation?

Question 111: Please provide the exterior square footage of the building perimeter(s) for which the contractor will be responsible.

Response: The Government does not maintain an account of the exterior square footage of the building perimeter(s).

Question 112: We respectfully request that question 35 be answered. The current response does not answer the question. We understand that the offeror should develop their own work force based on the solicitation. However, with a CBA requirement, the current number of FTEs (and their seniority) is an important factor for reasons other than developing workforce requirements. It is important in developing a recruitment strategy, vacation costs/requirements, and retention of existing employees (required by CBA). For example, if our workforce estimate is significantly lower than the current FTEs, the union will not allow any new hires and require that employees with the most seniority be retained. If the new staffing number is higher, it may require extensive local hiring. Union employees are not subject to probationary periods and additional time must be alloted to corrective disciplinary actions. The mix between existing employees and new hires has cost implications. This information is definitely available and could be important in developing a comprehensive strategy. The government has made it clear that this information should not be used to develop the new FTE strategy, but it should still be provided for the other reasons stated. Thank you.

Response: The Government's position remains unchanged. As stated in a previous response, the requested information regarding the current number of FTEs and their seniority will not be provided. Offerors are responsible for developing their own independent staffing approach, recruitment strategy, and cost estimates based on the performance requirements outlined in the solicitation and the terms of the provided Collective Bargaining Agreement (CBA).

Response: See Amendment 0002, Section J, Attachment J-020000-02 CBA Page 18.

Amendment 0010 Pre-Proposal Inquiries

Question 81: At this time, the solicitation only includes the 2023-2026 Collective Bargaining Agreement. However, the solicitation states that the 2026-2029 Collective Bargaining Agreement (CBA-2026-29) shall be used for wage rates and fringe benefits applicable to contract performance, including any modified extension agreements.

The 2026-2029 CBA has not been provided, and the wage rates and fringe benefits applicable to that agreement are not contained in the 2023-2026 CBA. As written, the solicitation requires the use of the current CBA wage rates.

Accordingly, we respectfully request that the Government issue the 2026-2029 CBA and include Addendum A, as these documents contain the wage rates and fringe benefits that must be used to establish compliant labor pricing.

Please advise on when the 2026-2029 CBA and Addendum A will be issued.

Response: See Amendment 0010.

Question 85: I'm writing about the above opportunity to get some clarity on the due date. The modification states May 27, 2026. Is this correct or was it meant to be March 27, 2026? I normally wouldn't question but the period of performance seems to be the same.

Response: See Amendment 0010.

Question 86: We are emailing to clarify that the new due date for the Naval Station Norfolk Custodial Services - Solicitation # N4008526R0065 is now May 27, 2026.
